About the role
Global Support and Development (GSD) is seeking a National Response Systems Effectiveness (NRSE) Manager to lead readiness for critical humanitarian efforts. The role is full-time, on-site, and based in Charlotte, NC.
Responsibilities
- Lead day-to-day management and implementation of NRSE technical projects in ETC, Emergency Power (solar/backup generation), and Emergency Water;
- Manage project timelines, budgets, and deliverables, aligning with GSD's Strategy 2030 and Country Work Programs;
- Coordinate technical assessments and develop actionable project plans;
- Oversee Port Preparedness strategy and deliver relevant projects;
- Implement Human Capital Strategy, standardizing and certifying responder capabilities;
- Facilitate training workshops and simulation exercises;
- Serve as an operational focal point for NDMOs, ensuring projects meet local needs;
- Collaborate with regional bodies and internal technical teams;
- Coordinate with consultants and contractors for project follow-up;
- Deploy on short notice to disaster areas as Coordination Manager or technical liaison;
- Facilitate rapid integration of surge assets into national response structures;
- Develop and execute plans to support departmental strategy.
Qualifications
- Five (5) or more years of relevant management experience in humanitarian aid, disaster response, or development project management;
- Three (3) or more years of experience in Telecoms, Energy, or WASH in low-resource or emergency settings;
- Proven experience developing programs and teams for government entities, NDMAs, or regional bodies;
- Advanced degree in Disaster Management, International Development, Engineering, Logistics, or a related field;
- Desired ICS, 100, 200, 700, 800 certifications and project management certification;
- Ability to converse on technical topics and bridge gaps between technical engineers and non-technical stakeholders;
- Strong organizational skills, excellent communication and negotiation skills, and high cross-cultural competence;
- Proven leadership and team motivation skills, ability to lead and manage teams under pressure;
- Experience working and/or traveling domestically and internationally;
- Desired working knowledge of Spanish and/or French.

Working Conditions and Physical Requirements
- Routine domestic and international travel up to 40% is required;
- May be regularly exposed to varying outdoor weather conditions, including extreme heat or cold, heavy rainfall, and other extreme weather events;
- May be required to engage in irregular travel and work schedules, including extended hours;
- May be exposed to loud noises, fumes, airborne particles, toxic or caustic chemicals, and electrical shocks;
- May be required to work on the Humanitarian Vessel for up to 30 consecutive days, involving steep and narrow stairs, close quarters, and various sea conditions.
Prior to Deployment
- Work is performed in an office setting;
- May involve movement for brief periods;
- Ability to use hands, reach, lift up to 20 pounds, carry, push, pull, or move objects;
- Ability to bend, stoop, sit, and view a computer screen for extended periods;
- Ability to demonstrate manual dexterity to operate computer and other office equipment;
- Ability to communicate effectively with others.
During Deployment
