Multi-State Employment Compliance Manager
Essential Functions
- Business Registration: Identify, initiate, and maintain business and tax registrations in every state where SUU employees reside.
- State Filings: Coordinate with Legal and Finance departments to ensure the University is "qualified to do business" in required jurisdictions.
- Unemployment & Workers' Comp: Establish and manage accounts for State Unemployment Insurance (SUI) and Workers' Compensation in each state.
- Regulatory Compliance & Research: Act as the subject matter expert on varying state-specific regulations, including minimum wage, overtime rules, leave laws (FMLA/Paid Family Leave), and termination requirements.
- Retailion & Benefits: Ensure SUU's benefit packages (health, dental, 401k/403b) meet the specific mandates of an employee's home state (e.g., state-mandated disability or retirement plans).
- Taxation: Partner with Payroll to ensure accurate state and local income tax (SIT/LIT) withholding and reporting.
- Mandatory Postings: Manage the distribution of digital "labor law posters" and required state-specific notices to remote employees.
- Policy Development: Draft and update the Remote Work Authorization or state-specific addendums to the University Policy Manual.
- Onboarding/Offboarding: Ensure out-of-state new hires receive state-mandated disclosures and that final paychecks comply with state-specific timing laws.
Education & Experience
- Bachelor's degree in human resources, Business Administration, or a related field.
- 3 years of experience specifically in Human Resources, compliance or payroll.
- Proficiency with HRIS platforms (e.g., Banner, Workday) and familiarity with government forms and systems.
Preferred Skills & Certifications
- PHR/SPHR or SHRM-CP/SCP certification.
- Experience in a Higher Education environment (understanding the nuances of faculty vs. staff).
- Experience with multi-state employment.
