Mobility & Infrastructure: Project Manager II, III, or Senior Project Manager (DOE)

Position Summary

The City of Aspen is seeking a collaborative design professional to support the planning, design, and implementation of mobility and infrastructure projects across the community. This position plays a key role in advancing transportation, mobility, infrastructure, and capital improvement projects that enhance safety, accessibility, and the overall experience of Aspen’s streets, transit systems, and public spaces. We are open to candidates with backgrounds in engineering, landscape architecture, architecture, community planning, or related fields who bring a strong foundation in project management and execution and a passion for multimodal transportation infrastructure and management, as well as strong interdisciplinary problem-solving and collaboration skills.

Essential Job Functions

• Project Manager II

  • Performs developing professional project management, planning, design, and construction coordination work with increasing independence in support of multimodal transportation infrastructure, mobility systems, and public right-of-way improvements.
  • Provides technical input on projects related to mobility, public spaces, and facilities within the public right of way.
  • Reviews plans, construction projects, and proposals for impacts to transportation systems, public right of way, and user experience.
  • Supports interdisciplinary design and construction efforts that integrate engineering, planning, stormwater, and other design considerations.
  • Coordinates with procurement, contracting, other departments, and the public to achieve departmental objectives and projects.
  • Maintains City-owned traffic counters and manages traffic count data.
  • Participates in citywide and regional efforts related to transit, bicycle, and pedestrian systems.
  • Supports project delivery associated with major initiatives such as the Entrance to Aspen and related environmental review efforts.

• Project Manager III

  • Performs intermediate-level professional project management, planning, design, and construction coordination work in support of multimodal transportation infrastructure, mobility systems, and public right-of-way improvements.
  • Supports interdisciplinary design and construction efforts that integrate engineering, planning, stormwater, and other design considerations.
  • Coordinates with procurement, contracting, other departments, and the public to achieve departmental objectives and projects.
  • Participates in citywide and regional efforts related to transit, bicycle, and pedestrian systems.
  • Supports project delivery associated with major initiatives such as the Entrance to Aspen and related environmental review efforts.

• Senior Project Manager

  • Performs advanced professional project management, strategic planning, design and construction oversight, and leadership work in support of complex transportation infrastructure, mobility systems, capital projects, and public right-of-way initiatives.
  • Supports interdisciplinary design and construction efforts that integrate engineering, planning, stormwater, and other design considerations.
  • Coordinates with procurement, contracting, other departments, and the public to achieve departmental objectives and projects.
  • Supports project delivery associated with major initiatives such as the Entrance to Aspen and related environmental review efforts.
  • Participates in citywide and regional efforts related to transit, bicycle, and pedestrian systems.

Minimum Qualifications

• Licenses & Certifications: Must possess a valid Colorado Driver’s License or be able to obtain one within 30 days of start date. Relevant professional licensure (PE, PLA, AICP, RA, PMP, etc.) is preferred but not required.
• Technical Knowledge And Skills: Must be proficient in Microsoft programs including Word, Excel, Outlook (Email), and have a basic understanding of computers and online computer-based technology applications, which include accessing web-based platforms. Familiarity with project management, design coordination, construction management, and/or infrastructure systems. Working knowledge of tools such as GIS, AutoCAD, or similar platforms. Ability to identify emerging trends and technologies related to transportation infrastructure, multimodal systems, and public space design.
• Education: Bachelor’s degree in civil engineering, landscape architecture, architecture, planning, or a related field. Equivalent combinations of education, training, and experience may be considered.
• Experience: One (1) to three (3) years of professional experience in project management, design, planning, or implementation of infrastructure or public sector projects for Project Manager II; Bachelor’s degree in civil engineering, landscape architecture, architecture, planning, or a related field. Equivalent combinations of education, training, and experience may be considered. Experience: One (1) to five (5) years of professional experience in project management, design, planning, or implementation of infrastructure or public sector projects for Project Manager III.
