Responsibilities

  • Review and validate military out-of-service claims and a small number of civilian claims, including researching unclear claims and communicating directly with the claimant for clarification.
  • Manually calculate payments for members based on board directives and claim research, often reconstructing records and computing multi-year tax and pay information.
  • Prepare payment vouchers after claim adjudication.
  • Reconstruct and correct the appropriate pay systems (DJMS and MCTFS) to accurately reflect necessary adjustments.
  • Analyze records, determine corrective actions, and input transactions to correct military records and review claims using knowledge of active duty, reserve, and out-of-service pay systems.
  • Utilize various automated systems to accurately review and process claims and corrective actions.

Duties described reflect the full performance level of GS-07. Duties assigned at the entry grade of GS-06 will be developmental in nature.

Requirements

  • Must be a U.S. Citizen.
  • This national security position requires a favorable suitability review and security clearance. Failure to maintain security eligibility may result in termination.
  • Registered for Selective Service (males born after 12-31-1959).
  • Suitable for Federal employment.
  • Candidates must have served 3 months after latest competitive appointment in the Federal service.
  • Obtain/Maintain Financial Management Certification.
  • New employees will be required to successfully pass the E-Verify employment verification check.
  • Telework availability is limited and provided only on a rare case-by-case basis.

Qualifications

Specialized Experience: One year of specialized experience equivalent in level of difficulty and responsibility to that of the next lower grade (GS-05 if applying at the GS-06 level, or GS-06 if applying at the GS-07 level) within the federal service, which demonstrates the ability to perform the duties of the position, is required.

  • GS-06 Specialized Experience: Research, interpret, and apply a wide range of military pay regulations and laws to identify problems and recommend solutions.
  • GS-07 Specialized Experience: Research, interpret, and apply a wide range of military pay regulations and laws to resolve a wide range of issues and use various automated systems to accurately process claims and corrective actions.

You may qualify for consideration if meeting time-in-grade, specialized experience, education requirement, 90 days after competitive appointment requirement, and all other qualification requirements within 30 calendar days after the closing date of the announcement.

Education Substitution

  • GS-06: Six months of graduate education may substitute for the specialized experience when directly related to the work of the position. Transcripts must be submitted at the time of application.
  • GS-07: One full year of graduate-level education may substitute for the specialized experience when directly related to the work of the position. Equivalent combinations of successfully completed graduate-level education and experience may be used. Transcripts must be submitted at the time of application.

Education must have been obtained in an accredited college or university recognized by the U.S. Department of Education.

  • Moving expenses will not be paid.
  • This announcement may be used to make a temporary promotion, which may become permanent without further competition.
  • Selections are subject to restrictions resulting from the DoD Program for Stability of Civilian Employment.
  • As a condition of employment, you may be required to serve a 1-year probationary period.
  • This position is Non-Exempt from the Fair Labor Standards Act.
  • Travel requirement is none.
  • This position is not covered by a bargaining unit.
  • Priority Placement Program (PPP) and Military Spouse Preference (MSP) eligible candidates will receive priority consideration.
  • Pay for first-time hires to the Federal Government will typically be set at step 1 of the salary range for their respective grade level.
  • Retired Civil Service Employee employment is subject to DoD policy guidance.
  • Employment requires a background investigation, which may delay the starting date. Failure to obtain a favorable security determination may result in withdrawal of the employment offer.
  • This position requires a Level 1 Certification under the DoD Financial Management (FM) Certification Program within two years of entry on duty.
