MILCON On‑Site Representative

About the Role
This position supports the COLUMBIA Class New Construction Program Office (PMS 397) within Team Submarine and the Direct Reporting Portfolio Manager Submarines. PMS 397 oversees the construction of the new COLUMBIA Class submarines, financial and budget management, shipyard and vendor support, logistical support, quality assurance (SUBSAFE), and post-delivery submarine certifications and test programs.
Responsibilities
- Communicate with PMS397 MILCON PM to seek approval or clarification as needed.
- Perform Quality Assurance and Quality Control functions, including reviewing plans, specifications, work packages, and technical documentation for accuracy and compliance.
- Represent PMS397 at meetings with NAVFAC, EB, TRF, and the General Contractor.
- Conduct daily site reviews and provide progress and status updates to PMS397 MILCON Lead.
- Evaluate team performance and recommend improvements.
- Communicate engineering solutions and recommendations to ensure client understanding and agreement for risk improvement.
- Fulfill tasks assigned by a government mentor in support of the branch’s technical function.
- Organize and attend meetings, including travel for design reviews with supporting organizations.
Requirements
- Bachelor’s degree in any discipline or equivalent military experience.
- At least 10 years of related experience.
- Advanced MS Office skills (Outlook, PowerPoint, Word, Teams, Excel, Power BI).
- Ability to multi-task in a fast-paced environment with minimal supervision.
- Strong time management and coordination skills for multiple stakeholders and tight deadlines.
- Naturally inquisitive with the ability to deliver projects independently.
- Outstanding written and oral communication skills for diverse professional teams.
- Attention to detail and ability to meet tight deadlines.
Preferred Qualifications
- Prior Submarine Service experience.
- DOD MILCON, NAVFAC, or project/facilities management experience.
- Bachelor’s degree in engineering (civil, mechanical, electrical), construction management, or a related technical field.
- PMP/CAPM certification.
Additional Requirements
- Ability to obtain and maintain a SECRET DoD Security Clearance (U.S. citizenship required).
- Legally authorized to work in the United States at the time of hire and throughout employment.
Work Environment
This role operates in both a professional office environment and active construction sites. Routine use of standard office equipment is required, along with frequent walking, standing, and inspections in outdoor or industrial areas. Site visits may involve exposure to varying weather, noise, and construction hazards. Appropriate personal protective equipment (PPE) will be provided. Travel to partner facilities for design reviews and coordination meetings may be necessary.
Physical Demands
- Regularly required to talk, hear, stand, walk, and use hands to handle or feel objects.
- Frequent climbing of stairs, navigation of uneven surfaces, and site inspections in outdoor/industrial environments.
- Ability to lift and carry up to 20 pounds of equipment or materials.
- PPE may be required for all on-site activities.
Schedule
This is a full-time position with a typical eight-hour workday. Core work hours are defined by contract and on-site requirements, with mandatory attendance at meetings, site reviews, and coordination sessions. Some flexibility in scheduling may be permitted with supervisor approval. Occasional early or extended hours may be required during periods of heightened program activity. Telework may be allowed up to 10%, subject to change based on business needs.
