MEP Project Manager (Full-Time)

Manage the mechanical and electrical acceptance testing and commissioning processes for a military construction program in eastern North Carolina. Work as part of a team of engineers to provide technical oversight for the design, installation, and acceptance of mechanical, electrical, and plumbing systems.

Responsibilities

• Review mechanical, electrical, and plumbing designs focusing on constructability of systems, ability to successfully perform duct air leakage tests (DALT), testing, adjusting and balancing (TAB), and National Electrical Testing Association (NETA) acceptance testing; and system performance.
• Verify TAB requirements are incorporated in the construction documents per UFC and UFGS requirements.
• For performance verification testing (PVT), ensure the controls system is complete, functional, and meets the applicable UFC and UFGS requirements.
• Witness system testing consisting of site inspection, TAB verification, DALT, NETA testing, and PVT for facility HVAC and electrical distribution systems prior to construction completion, including:
  • Verifying design, installation, and system balancing.
  • Optimizing and verifying digital controls.
  • Verifying equipment start-up and operation for air handlers, chillers, pumps, boilers, terminal equipment, energy recovery, renewable energy, and distribution systems.
• Verify mechanical and electrical systems and components are thoroughly tested and evaluated to confirm they are installed in accordance with design intent and provide desired levels of performance and energy efficiency.
• Coordinate schedules and witness test activities with contractors, equipment vendors, commissioning authorities, FEAD and Public Works personnel, and design engineers.
• Verify installed systems meet project specifications and operate per sequence of operations.
• Verify proper installation, operation, and programming of Building Management Systems.
• Validate complete system functionality including hardware, software, and programming, and resolve issues to ensure proper operation of the Building Management System.
• Document and communicate deficiencies, and design and operation issues to the appropriate organization.
• Serve as a technical advisor and act as a troubleshooter for complex system operational issues during and post construction, and develop recommended solutions for resolving issues.

Requirements

• Bachelor’s degree in mechanical or electrical engineering from a four-year institution recognized by the Accreditation Board for Engineering and Technology (ABET), and a current mechanical engineering professional engineer (PE) license combined with 5 years' experience, or
• Current mechanical or electrical engineering professional engineer (PE) license combined with 10 years' minimum experience in the mechanical engineering field, preferably in the federal sector.
• 10 years of experience in design of commercial HVAC and electrical distribution systems including controls sequences and equipment installation.
• 10 years of experience in startup, acceptance testing, performance field verification, and commissioning of commercial HVAC and electrical distribution systems equipment and associated controls systems.
• Able to pass a federal background check.
• United States citizenship.
• Able to stand and sit as needed on project work sites, climb ladders, work at heights, and work outdoors in a wide range of weather conditions.
• Ability to safely navigate construction work sites with uneven terrain.

• Experience with integration of low voltage building sub-systems using industry protocols such as BACnet, N2, and Modbus, and IT Networking.
• Experience diagnosing and repairing complex control systems malfunctions, including testing and modifying systems software in multiple languages.
• Experience with programming, loading, device verification, and commissioning of system controllers, including supervisory controllers, field controllers, and network-level devices.
• Understanding of commissioning and system diagnostics from system-level controllers to end devices (e.g., sensors, transmitters, actuators).
• Understanding of supervisory controller setup, configuration, programming, and database maintenance.
• Ability to perform and explain system calibrations using basic electronic or analog test equipment.
• Strong knowledge of HVAC and/or electrical distribution system functionality and ability to communicate with others to verify proper operation.
• Advanced knowledge of control, monitoring, recording, trending, and analysis tools, processes, applications, software, and hardware related to HVAC and electrical distribution controls and system monitoring.
• Strong knowledge of technical aspects of construction contract quality control, quality assurance, and commissioning practices.

Supervisory Responsibilities

• Capable of supervising individuals and teams.

Pay

The base salary range for this position is $111,500.00 to $137,000.00. Actual compensation will be determined based on work location, qualifications, experience, job-related skills, and relevant education or training.
