About the role

This is an Expeditionary Civilian (EC) position, designated as Emergency Essential (EE). The incumbent will be subject to repeated deployments and may be required to deploy via temporary reassignment or stay in place to support contingency operations, including readiness exercises. This position cannot be vacated during a national emergency or mobilization without seriously impairing the capability of the organization to function effectively.

Responsibilities

  • Receives, examines, and determines the condition and disposition of a wide variety of materials.
  • Reviews disposal turn-in documents accompanying material and compares data against property to ensure correct information and proper documentation (e.g., stock number, nomenclature, quantity, unit of issue, disposal authority code, DEMIL, condition code).
  • Visually inspects usable property for obvious signs of condition and determines acceptability.
  • Determines condition, reportability, and special handling requirements (e.g., hazardous material, precious metals, security, DEMIL, Special focus items) and assigns appropriate classification instructions for warehousing.
  • Verifies accuracy of demilitarization codes, challenges questionable items/codes, and maintains segregated storage of property requiring DEMIL.
  • Ensures proper certification is attached to turn-in documents when demilitarized by host or generating activity.
  • Performs special and periodic inventory of property; re-palletizes and re-locates property as necessary.
  • Operates forklifts and related materials handling equipment to move, load, unload, stack, or un-stack palletized materials, supplies, and equipment.

Requirements

  • Must be a U.S. citizen.
  • Tour of Duty: 1st Shift.
  • Security Requirements: Non Critical Sensitive. Appointment is subject to the completion of a favorable suitability or fitness determination; unfavorably adjudicated background checks will be grounds for removal.
  • Fair Labor Standards Act (FLSA): Non-Exempt.
  • Selective Service Requirement: Males born after 12-31-59 must be registered or exempt from Selective Service.
  • Bargaining Unit Status: No.
  • Pre-Employment Physical: Required.

Qualifications

Applicants will be rated in accordance with the Office of Personnel Management Qualification Standard for Trades and Labor Occupations. Although a specific length of time and experience is not required, you must meet any screen-out element listed and show through experience and training that you possess the quality level of knowledge and skill necessary to perform the duties at the level for which you are applying.

The screen-out element and minimum qualifications for this position are the ability to do the work of a Materials Examiner and Identifier (Forklift Operator) without more than normal supervision, including:

  • Moving, storing, and picking a variety of materials.
  • Loading and handling material and determining how items are to be received and identified.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional, philanthropic, religious, spiritual, community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment.

Physical Effort

  • Performs moderate to heavy lifting when moving material by hand or hand-truck, with the ability to lift or carry items weighing up to 50 pounds. Heavier items are moved using weight-handling equipment or assistance from other workers.
  • Work is performed on hard surfaces, rough terrain, and on forklifts.
  • Assignments require prolonged work in tiring and uncomfortable positions, including standing, walking, bending, stooping, pushing, and pulling material.

Working Conditions

  • Work is performed inside warehouses that may be hot, cold, damp, and drafty.
  • Work extends to outside areas, such as dock areas, scrap yards, or other areas exposed to varying weather conditions.
  • Exposure to physical hazards associated with scrap yards, open storage, and warehouse operations.
  • Safety equipment is worn as required.

Drug-Free Workplace Policy

The Defense Logistics Agency (DLA) is committed to maintaining a safe, drug-free workplace. All DLA employees are required to refrain from illegal drug use on and off duty. DLA conducts pre-employment, reasonable suspicion, post-accident, and random drug testing. Applicants tentatively selected for employment in testing-designated positions will undergo a urinalysis to screen for illegal drug use prior to appointment. Refusal to undergo testing or testing positive for illegal drugs will result in withdrawal of the tentative job offer and a six-month denial of employment with DLA from the date of the drug test.

Employees in drug-testing designated positions are subject to random drug testing. A negative drug test result must be received by HR within 30 calendar days after the EOD (i.e., start date). The selectee's inability to successfully pass or refusal to conduct the test may result in the tentative or final job offer being withdrawn during the recruitment process or subsequent removal from Federal service for failure to meet a condition of employment.

The DLA drug testing panel tests for the following substances: marijuana, cocaine, opiates, heroin, phencyclidine, amphetamines, methamphetamines, fentanyl, norfentanyl, methylenedioxymethamphetamine, methylenedioxyamphetamine, and opioids.

Advisory: Use of cannabidiol (CBD) products may result in a positive drug test for marijuana. Under Federal law, marijuana is illegal.
