Materials Examiner and Identifier (Forklift Operator) - Expeditionary Civilian.
Responsibilities
- Receives, examines, and determines the condition and disposition of a wide variety of materials.
- Reviews disposal turn-in documents accompanying material and compares data against property to ensure correct information and proper documentation (e.g., stock number, nomenclature, quantity, unit of issue, disposal authority code, DEMIL, condition code).
- Visually inspects usable property for obvious signs of condition and determines acceptability.
- Determines condition, reportability, and special handling requirements (e.g., hazardous material, precious metals, security, DEMIL, Special focus items) and assigns appropriate classification instructions for warehousing.
- Verifies accuracy of demilitarization codes, challenges questionable items/codes, and maintains segregated storage of property requiring DEMIL.
- Ensures proper certification is attached to turn-in documents when demilitarized by host or generating activity.
- Performs special and periodic inventory of property; re-palletizes and re-locates property as necessary.
- Operates forklifts and related materials handling equipment to move, load, unload, stack, or un-stack palletized materials, supplies, and equipment.
Requirements
- Must be a U.S. citizen.
- Tour of Duty: 1st shift (07:00 - 3:30 pm).
- Security Requirements: Non-Critical Sensitive. Appointment is subject to a favorable suitability or fitness determination; unfavorably adjudicated background checks will be grounds for removal.

Qualifications
Applicants will be rated in accordance with the Office of Personnel Management Qualification Standard for Trades and Labor Occupations. Although a specific length of time and experience is not required, you must meet any screen-out element listed and show through experience and training that you possess the quality level of knowledge and skill necessary to perform the duties at the level for which you are applying.
Emphasis is placed on how you gained the quality of experience, not necessarily the length of time, and the required ability or potential to perform the job. Applicants who do not meet the screen-out element (SOE) will be eliminated from further competition. The SOE and minimum qualifications for this position include the ability to do the work of a Materials Examiner and Identifier (FLO) without more than normal supervision.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional, philanthropic, religious, spiritual, community, student, social). To be found well-qualified as an ICTAP applicant, individuals need to demonstrate the ability to perform common tasks of the job as well as more complex duties such as:
- Comparing data against accompanying documents and noting discrepancies.
- Inspecting and determining the condition of usable property.
- Verifying accuracy of demilitarization codes.
- Assigning classification instructions for warehousing.
- Identifying and segregating property according to classification.
- Re-warehousing materials.
Physical Effort
- Performs moderate to heavy lifting when moving material by hand or hand-truck, with items weighing up to 50 lb. Heavier items are moved with weight handling equipment or with assistance from other workers.
- Performs work on hard surfaces, over rough terrain, and on forklifts.
- Assignments require prolonged working in tiring and uncomfortable positions, including standing, walking, bending, stooping, and pushing and pulling material.
Working Conditions
- Work is performed inside warehouses that may be hot, cold, damp, and drafty, and in outside areas such as dock areas, scrap yards, or other areas exposed to varying weather conditions.
- Exposed to physical hazards associated with scrap yard, open storage, and warehouse operations, including various kinds of material handling equipment and hand and power tools.
- Wears safety equipment as required.
- Must exercise precautions to avoid injury from carelessness of others operating forklifts and other equipment in the work area.
Safety and Health Responsibilities
- Must adhere to all safety standards, rules, regulations, and procedures and use personal protective equipment and devices as required.
- Must remain continually aware of the necessity for job safety and health precautions.
- Must immediately report all occupational mishaps, illnesses, and injuries to a supervisor on the day of occurrence.
- Reports and corrects, where possible, unsafe and unhealthful conditions to a supervisor.
- May be required to participate in a medical surveillance program as determined by the DLA Disposition Services Safety and Occupational Health Manager.
Expeditionary Civilian (EC) Position
- This is an Expeditionary Civilian (EC) position, and the incumbent will be designated as EE.
- In the event of a crisis situation, the incumbent may be required to deploy via temporary reassignment or stay in place to support contingency operations.
- The incumbent may be required to take part in readiness exercises.
- This position cannot be vacated during a national emergency or mobilization without seriously impairing the capability of the organization to function effectively.
- Military Reservists selected for an EC position must arrange for removal from the reserve component prior to appointment.
- Deployment may be via Temporary Duty (TDY) orders and may entitle the employee to additional monetary compensation dependent on the deployment location.
- Duration of deployment generally does not exceed six months with a possible dwell time of 12-18 months.
- The incumbent may be required to deploy as soon as 90 days from their return.
- The incumbent must sign the Statement of Understanding and Agreement for Expeditionary Civilian (EC) positions.
Drug-Free Workplace Policy
The Defense Logistics Agency (DLA) is committed to maintaining a safe, drug-free workplace. All DLA employees are required to refrain from illegal drug use on and off duty. DLA conducts pre-employment, reasonable suspicion, post-accident, and random drug testing.
- Applicants tentatively selected for employment in testing-designated positions will undergo a urinalysis to screen for illegal drug use prior to appointment.
- Refusal to undergo testing or testing positive for illegal drugs will result in withdrawal of the tentative job offer and a six-month denial of employment with DLA from the date of the drug test.
- Employees in drug-testing designated positions are subject to random drug testing.
- A negative drug test result must be received by HR within 30 calendar days after the start date.
- The DLA drug testing panel tests for marijuana, cocaine, opiates, heroin, phencyclidine, amphetamines, methamphetamines, fentanyl, norfentanyl, MDMA, MDA, and opioids.
- Use of cannabidiol (CBD) products may result in a positive drug test for marijuana.
