New Energy Equity is seeking a Market & Policy Manager to drive our market evaluation, regulatory strategy, and policy advocacy nationwide. This role sits at the intersection of regulatory affairs, market intelligence, and project finance.

About the role

Reporting directly to the Vice President of Policy, you will evaluate state community solar frameworks, analyze regulatory dockets, assess project economics, and build relationships with lawmakers, regulators, and industry partners to advance favorable clean energy policies. Working closely with cross-functional teams across Development, Legal, and Finance, you will translate complex policy and market developments into clear, actionable business strategies that directly guide where and how New Energy Equity expands its footprint.

Responsibilities

  • Monitor and evaluate solar markets nationwide to identify emerging policy, regulatory, and market developments under the direction of the VP of Policy.
  • Maintain deep knowledge of state community solar markets, including legislation, regulatory requirements, program structures, utility tariffs, incentives, tax credits, RECs, and interconnection rules.
  • Track and analyze state regulatory dockets, pending legislation, working groups, and utility proceedings to identify risks and growth opportunities.
  • Synthesize complex policy data into actionable summaries and recommendations for leadership and project teams.
  • Assess the financial implications of policy developments (rates, incentives, REC values, costs) to inform financial modeling and market prioritization.
  • Support policy execution by research, developing policy positions, and drafting regulatory comments, testimony, and submissions.
  • Represent New Energy Equity in meetings with lawmakers, regulators, utilities, and trade groups; travel to priority markets as needed.
  • Build external relationships to gather market intelligence and advance favorable community solar policies.
  • Collaborate cross-functionally with Development, Finance, Legal, and Engineering to translate regulatory updates into project-level actions.
  • Maintain organized market intelligence resources to support ongoing strategic decision-making.

Requirements

Required Qualifications:

  • 4+ years of professional experience in renewable energy, solar policy, regulatory affairs, government affairs, or market development.
  • Demonstrated experience analyzing state energy frameworks, regulatory dockets, utility tariffs, and incentive programs.
  • Strong understanding of the U.S. solar industry, with experience in community solar or distributed generation strongly preferred.
  • Strong financial and analytical skills, including experience using Excel-based financial models to evaluate project economics and revenue drivers.
  • Proven experience engaging external stakeholders, including regulators, utilities, and industry associations.
  • Excellent written and verbal communication skills, with the ability to distill complex policy into clear takeaways for technical and non-technical audiences.
  • Ability and willingness to travel regularly to priority markets, conferences, and proceedings.
  • Bachelor’s degree in public policy, economics, business, political science, environmental studies, energy, or a related field.
  • Must be authorized to work for any employer in the U.S. without sponsorship.

Preferred Qualifications:

  • Direct experience with community solar program design, implementation, or advocacy before state Public Utility Commissions.
  • Familiarity with utility rate structures, DG compensation, interconnection, and REC mechanics.
  • Established relationships with state policymakers, regulators, and clean energy trade groups.
  • Multi-market experience with a track record of quickly mastering new state regulatory environments.

Pay

Expected Annual Salary Range: $100,000 - $115,000 (base pay plus potential incentive targets; excludes additional commissions). Specific compensation depends on experience, skills, and market conditions.
