About the Role

Welcome to the Associate Laboratory Directorate for Weapons Production (ALDWP) and the Plutonium Supply and Disposition (PSD) Division. The PSD Division is one of 10 divisions in ALDWP and provides plutonium pit-related products and services of superior quality and value to protect our nation and promote world stability.

As the PSD-3 Group Leader, you will manage and provide leadership to approximately 85 people consisting of technicians, scientists, engineers, floor supervisors, and first-line managers. The group is planned to grow in both scope and personnel. You will represent the organization on technical, operational, and administrative issues to both internal and external customers, define business unit capabilities and requirements, and provide technical leadership and management of PSD-3 tactical and strategic operations in support of ALDWP objectives.

PSD-3, Advanced Recovery and Integrated Extraction System (ARIES), supports the Nation's objectives of nuclear non-proliferation, nuclear disarmament, fissile material disposition, and actinide fuels development by using the LANL Advanced Recovery and Integrated Extraction System (ARIES). ARIES involves dismantling the core of nuclear weapons (pits), converting plutonium from pits into oxide, processing the oxide to meet customer specifications, and certifying this oxide for national defense and security missions.

Responsibilities

  • Manage and lead a team of approximately 85 personnel, including technicians, scientists, engineers, floor supervisors, and first-line managers.
  • Define business unit capabilities and requirements that translate into work scope, cost, and scheduling.
  • Provide technical leadership and management of PSD-3 tactical and strategic operations to meet ALDWP objectives.
  • Represent the organization on technical, operational, and administrative issues to internal and external customers.
  • Execute programmatic work in compliance with nuclear facility requirements, including 10 CFR 830 Nuclear Safety Management and 10 CFR 835 Occupational Radiation Protection.
  • Ensure compliance with DOE O 474.2 Nuclear Material and Accountability.
  • Implement and enforce Conduct of Operations (DOE O 422.1).
  • Develop and execute work packages, identify resource requirements, and create resource-loaded schedules.
  • Provide financial stewardship and maintain effective written and oral communication through internal and external interactions, briefings, presentations, and publications.
  • Promote teamwork, consensus-building, mentoring, and motivation across division lines.
  • Implement, enforce, and provide guidance for Laboratory objectives, policies, practices, and procedures.

Requirements

  • Demonstrated experience executing programmatic work in compliance with nuclear facility requirements and authorization basis under 10 CFR 830 and 10 CFR 835.
  • Experience executing work in compliance with DOE O 474.2 Nuclear Material and Accountability.
  • Extensive working knowledge of Conduct of Operations (DOE O 422.1).
  • Record of technical leadership and management of a production organization, including technical decision-making, planning, and goal-setting.
  • Demonstrated knowledge and experience in staffing, performance and salary management, conflict resolution, and managing performance.
  • Record of effective personnel motivation, development, mentoring, team-building, and employee development.
  • In-depth knowledge of work package development, resource-loaded scheduling, and financial stewardship.
  • Proven ability to implement, enforce, and provide guidance for Laboratory objectives and policies.

Qualifications

Education/Experience: Bachelor's degree in a related field from an accredited institution and 8 years of related experience; or an equivalent combination of education and experience. DOE Order 426.2A requires a Bachelor of Science degree in engineering or related science and 4 years of nuclear experience. Education or experience may be substituted on a case-by-case basis, with the degree fulfilling 3 of the 4 years of nuclear experience.

Security: Active DOE Q-Clearance and HRP certification. This position requires U.S. citizenship except in extremely rare circumstances. Dual citizens may face additional authorization restrictions for access to nuclear weapons information.

Desired Qualifications

  • Experience with high-quality, moderate/low-rate production in a management role.
  • Familiarity with aqueous processing, fuel processing (including furnace operation and oxide manipulation), and/or welding.
  • Familiarity with LANL implementation of quality programs such as NAP 401.1A Weapons Quality Policy and DOE O 414.1D Quality Assurance.
  • Experience with nuclear high-hazard facility operating requirements, safety authorization basis, and/or Conduct of Operations planning and execution.
  • Experience in project and program management, including planning, organizing, and resource management.

  • Ability to speak, discriminate speech, and hear in a normal range (500 to 3000 htz) and high-pitched sounds.
  • Sitting, standing, walking, climbing stairs.

This position will be physically located in Los Alamos, NM. Los Alamos National Laboratory (LANL) is a multidisciplinary research institution engaged in strategic science for national security, with additional research in space exploration, geophysics, renewable energy, supercomputing, medicine, and nanotechnology.

Note: Due to federal restrictions, citizens of the People's Republic of China, the Islamic Republic of Iran, the Democratic People's Republic of North Korea, and the Russian Federation who are not Lawful Permanent Residents are prohibited from accessing facilities supporting national security laboratories and nuclear weapons production facilities, including LANL.
