About the role

Unique opportunity to join an experienced leadership team as a Managing Tax Attorney in the Legal Division of the Comptroller of Maryland. The Comptroller acts as the elected chief financial officer of the State of Maryland. The office sees every dollar into the State, and every dollar out. There is no other statewide elected financial officer like it in the country in terms of the breadth of its duties.

Responsibilities

  • Supervise tax attorneys who provide professional legal analysis and guidance to taxpayers, their representatives, and the Agency through the application of State and federal tax laws to facts
  • Handle assigned complex case matters for direct resolution
  • Conduct research, analysis, and response to taxpayer inquiries on law and Comptroller processes
  • Prepare private letter rulings
  • Create public and internal guidance on all aspects of Maryland tax law
  • Draft regulations
  • Analyze potential and pending State and federal legislation
  • Advise the agency on the development of tax forms
  • Represent the Division and the Agency on both internal and inter-agency projects
  • Support the execution of the Comptroller's strategic initiatives, including modernization
  • Supervise Senior Tax Attorneys, including assigning tasks and cases, reviewing work product for quality, consistency, and equitable treatment of taxpayers
  • Create a positive, supportive atmosphere for collaboration and continuous improvement
  • Train other attorneys
  • Complete performance evaluations
  • Ensure staff compliance with all employment requirements

Qualifications

Education: Possession of a Juris Doctor or equivalent degree from an accredited school of law.

Experience: Three (3) years of experience leading, supervising, or managing attorneys or paralegals.

Substitutions: Applicants may substitute graduate education in an academic field related to the required experience from an accredited college or university at the rate of one year of education for the required experience. Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer in judge advocate classification or judge advocate specialty codes in the tax law specialist field of work on a year-for-year basis for the required experience and education.

Preferred qualifications

  • Professional experience in tax and/or accounting
  • Master of Laws in Taxation (LLM) or Master of Taxation (MT) degree
  • Experience with government law and administrative law
  • Excellent legal research and writing skills
  • Experience managing a dynamic workflow or caseload

Licenses and certifications

  • Admission to the Bar of a US State or Territory or the District of Columbia
  • Certificate of Good Standing from the Supreme Court of Maryland
  • Employees assigned duties requiring operation of a motor vehicle must possess a motor vehicle operator's license valid in the State of Maryland
