Hybrid work arrangement for candidates within 50 miles of Pittsburgh Highmark location: in-office Tuesday–Thursday. Candidates beyond 50-mile radius work remotely.

About the role

Leads the team accountable for labor and workforce planning. Oversees development of reliable, achievable labor targets, service-level agreements, and real-time workflow management. Partners with business owners on cost-of-workforce targets and efficient labor use. Acts as a strategic partner to senior leaders, informing staffing demands and engaging stakeholders such as HR. Drives alignment of demand signals with capacity and staffing readiness to ensure timely resource deployment, risk management, and executive visibility into workforce operations.

Responsibilities

  • Perform management duties: hiring, termination, coaching, development, rewards, recognition, performance management, and staff productivity.
  • Plan, organize, staff, direct, and control day-to-day operations; develop and implement policies and programs; may oversee budget.
  • Lead workforce planning with cross-functional partners (Finance, HR, Learning & Development, Analytics) to create staffing models and best practices.
  • Collaborate with operational leaders, HR, Learning & Development, and Onboarding to develop labor strategies ensuring optimal staffing levels.
  • Develop and implement a staffing governance model to execute workforce plans.
  • Inform and influence VP-level management on staffing strategy.
  • Oversee data analysis of retention and engagement efforts; partner with HR and leadership on related initiatives.
  • Analyze distribution center metrics (productivity, labor hours, product flow) to establish productivity targets and staffing requirements.
  • Partner with project management on high-impact projects and process improvement initiatives.
  • Define and implement workforce management best practices to increase accountability and consistency.
  • Collaborate with enterprise teams to share best practices and identify synergies.
  • Oversee time and process studies to maintain current staffing estimates.
  • Perform other duties as assigned or requested.

Requirements

  • Bachelor’s Degree or 6 years of experience in Workforce Planning or Analytics in lieu of degree.
  • 7–10 years in Labor Analysis or Workforce Planning.
  • Master’s Degree (preferred).
  • 1–3 years in the Healthcare Industry (preferred).
  • Travel requirement: 0%–25%.
