MANAGER, TRANSPORTATION BUSINESS SUPPORT SERVICE

Non-bargaining unit compensation plan, twelve-month position. May require working beyond a normal business day during seasonal periods.

Qualifications

  • Bachelor’s degree from an accredited institution in Business Management, Human Resources, or related field; or any equivalent combination of related education, training and/or experience which provides the required knowledge, skills and abilities to perform the essential functions.
  • Three (3) years of successful experience in personnel services, management services, or related field.
  • Demonstrated experience using related Microsoft Office software applications.
  • SAP and HR-related software experience preferred.
  • Considered “essential personnel” during an emergency; may be held over or called back to a district location at all times.

Responsibilities

  • Manifest a professional code of ethics and values.
  • Respond to internal and external customers in a timely, accurate, courteous, and empathetic manner, representing OCPS in a positive light.
  • Model the routine, intentional, and effective use of technology in daily work, including communications, organization, and management tasks.
  • Manage all operations within the unit consistent with district priorities and expected results.
  • Oversee all functions and services in transportation business and employee services, including e-recruitment, drug testing, bus operator DOT physical examinations, issuing of uniforms, issuing of driving permits for all drivers of district vehicles (regardless of department), monitoring of motor vehicle records, maintaining work site files, monitoring long-term leaves, accounting, procurement, and payroll procedures.
  • Develop plans and identify expected outcomes/results for each section of the unit with and through staff.
  • Regularly review payroll reports to check for overtime and accuracy.
  • Collaborate with HR and Payroll on the development and implementation of HR policies and procedures in support of business needs and HR strategies.
  • Ensure compliance with legal obligations, regulatory standards, and labor relations practices.
  • Maintain thorough knowledge in areas such as EEO, Fair Labor Standards, Wage and Hour, FMLA, and other regulatory requirements.
  • Accurately diagnose organizational issues, develop solutions, and implement them.
  • Interview, screen, and recruit job applicants to fill positions.
  • Monitor vacancies and communicate regularly with transportation administrators on vacancy needs.
  • Evaluate reports, decisions, and results of the department in relation to established goals.
  • Actively participate in the district’s recruitment and retention efforts, including attending and hosting job fairs, interviewing candidates, and developing new strategies and programs to attract candidates.
  • Maintain a high standard of customer service and consistently follow departmental objectives.
  • Manage inventory and ordering practices for Transportation Services.
  • Keep the Senior Director, Director, and Senior Administrator informed of critical issues.
  • Participate in maintaining clear lines of communication, dissemination of information, and decision-making within the department and between department staff and other work locations.
  • Follow district policies and procedures related to HRMD guidelines, instructional initiatives, and fixed assets.
  • Develop leadership in subordinates.
  • Stay up to date on current technology used by OCPS and attend training to ensure required skill levels.
  • Maintain timely and accurate information and ensure the quality of information maintained by supervised staff.
  • Keep up to date on current research, trends, and best practices relevant to the area of responsibility.
  • Perform other duties and responsibilities as assigned by the supervisor.

Skills

  • Knowledge of all facets of transportation operation management, state statutes, state board of education regulations, federal DOT regulations, and district policies is preferred.
  • Knowledge of finance, budget development, and procurement practices is preferred.
  • Demonstrated leadership and management ability.
  • Effective public relations skills; ability to analyze data; ability to use effective interview techniques, coaching procedures, and evaluation procedures; ability to use effective problem-solving skills; knowledge of group dynamics.
  • Effective oral and written communication skills.
  • Knowledge of computer systems; ability to apply principles of Continuous Quality Improvement (CQI) in daily activities; skill in preparation of routine correspondence in support of transportation services.

Physical Requirements

Light Work: Exerting up to 20 pounds of force occasionally and/or up to 10 pounds of force frequently. If the use of arm and/or leg controls requires exertion of forces greater than that for sedentary work and the worker sits most of the time, the job is rated as Light Work.

  • 90% Talking: Expressing or exchanging ideas by means of the spoken word. Those activities in which detailed or important spoken instructions must be conveyed accurately, loudly, or quickly.
  • 90% Hearing Acuity: The ability to perceive speech and other environmental sounds at normal loudness levels.
  • Visual Acuity: The power to see at a level which allows reading of numbers and text, operation of equipment, inspection of machines, etc.

Note: Percentages will total more than 100% as several activities may be performed simultaneously.

Working Conditions

Indoors and Outdoors: The worker is subject to both environmental conditions. Activities occur inside and outside.
