About the role
The Manager-Technical Services will lead and train the Technical Services engineering team. They will provide leadership, direction, and technical guidance to Engineers. They will ensure projects are completed according to company and industry standards, as well as state, local, and federal regulations. They will work with the Director of Technical Services to devise methods to achieve team goals. They will assist the team with individualized personal development goals and training. They will manage and balance the engineering team's workload and provide guidance to the team in supporting their efforts.
Responsibilities
- Establishing and/or achieving team, departmental and companywide goals
- Leading a team of engineers
- Overseeing, motivating, monitoring, and evaluating the performance of the engineering team, ensuring the quality and timeliness of assignments
- Hiring and training a staff of engineers including but not limited to recruiting, interviewing, onboarding, coaching, mentoring, and facilitating career development
- Acting as an engineer project buffer between Operations and Technical Services engineering in the assignment of projects
- Assessing the need for additional engineering service internal or external to the company
- Reviewing OPP/PSV as required to ensure compliance with DOT code as per company engineering and OM standards
- Reviewing cost estimates and budget forecasts for small capital and maintenance projects as required
- Reviewing Request for Proposal (RFP) bid documents for construction projects and materials, etc.
- Evaluating bid process, bid analysis, and the selection of successful vendors/contractors, etc.
- Effectively planning, scheduling, managing and reporting on multiple company initiatives with various deadlines and responsibility levels
- Ensuring projects comply with company safety, health, and environmental regulations
- Managing budgets, construction, and commissioning of various projects simultaneously
- Reviewing the completeness, organization, and compliance of job books as required by company standards that will be audited by regulatory agencies and retained for the life of the asset
- Providing engineering expertise and support to Operations, ensuring successful project completion
- Completing technical research and providing technical guidance on many topics
- Providing technical guidance on the application of industry codes and standards as well as federal regulations governing natural gas and other gas and hazardous liquid by pipeline to Tallgrass engineering standards and OM procedures
- Creating, reviewing, and revising company engineering, operations and maintenance, and construction standards
- Participating in industry research groups as required
- Dealing with a wide variety of people with tact, courtesy, and professionalism
- Speaking clearly, both in person and by telephone, using a high level of verbal skills and listening carefully
- Maintaining a high regard for personal safety, for the safety of company assets and employees, and the general public
- Other daily, weekly, monthly, or special project duties as assigned
Qualifications
- Bachelor’s degree from an accredited institution in Engineering or a closely related discipline
- 10+ years of relevant industry experience, with proven success in cross-functional team collaboration
- Specific experience in project management, engineering, design and construction, and commissioning of pipeline, compressor, pump station, and meter station for natural gas, CO 2 and crude oil pipeline and facilities
- Knowledge of hydrostatic pressure testing on natural gas, oil, or CO 2 transmission pipelines/facilities including test documentation
- Knowledge of natural gas, CO 2 and crude oil pipeline and facility, design, construction, commissioning, operation
- Knowledge of natural gas, CO 2 and crude oil pipeline and facility operation
- Knowledge and experience with stress engineering calculations
- Knowledge and experience with OPP/PSV application, sizing, selection and review
- Knowledgeable with the interpretation of API 1104, ASME Section IX in regard to the development, qualification and use of welding procedures with various welding processes in the natural gas, oil, or CO 2 transmission industry
- Knowledgeable with the qualification of welders per API 1104 and ASME Section IX
- Knowledgeable with new fabrication and in-service welding
- Knowledge of the equipment used in the natural gas, oil, or CO 2 transmission industry
- Knowledge of the materials used in the natural gas, oil, or CO 2 transmission industry
- Familiarity with various ASME, API and ASTM material specifications
- Familiarity with ROW, EHS and regulatory clearances for energy projects
- Experience and knowledge of defect assessment and repair
- Experience in investigation and root-cause determination of pipeline and equipment failures
- Knowledge and/or application experience with industry standards (DOT 49 CFR 192/ASME B31.8 and DOT 49 CFR 195/ASME B31.4, API 520, API 526, B31.3, ASME Section VIII, Section IX, Section XIII, ASME B16 standards relating to manufacturing specifications related to material/equipment used in the natural gas and liquid transmission industry, ANSI, NACE, NEC, MSS-SP-44, SP-75, SP-97, etc.)
- Advanced proficiency level in MS Office applications that may include but are not limited to Excel, Word, Access, PowerPoint, and Outlook
