Manager, Safety Basis/USQ

About the Role

This position is the facility-level Safety Basis operational activities lead. Responsible for leading and managing the development of hazard identification, facility hazard categorization, accident analysis, selection of controls, and development of associated Safety Basis documents including Unreviewed Safety Question (USQ) Determinations, Evaluation of the Safety of the Situations, Justification for Continued Operations, Technical Safety Requirement page changes, and maintenance of the facility Safety Basis.

This position is subject to DOE Order 426.2, which establishes entry-level requirements to ensure candidates can successfully perform the job requirements.

Responsibilities

• Ensure all activities and operations are performed in a safe and deliberate manner; maintain required safety, security, and operational training; assure procedural and regulatory compliance; and integrate safety, security, and quality into every task, including stopping work if unsafe or compromising security.
• Lead facility-level Safety Basis program implementation activities.
• Manage the development of hazard identification, facility hazard categorization, accident analysis, selection of controls, and associated safety basis documents (e.g., USQ Determinations, Evaluation of the Safety of the Situations, Justification for Continued Operations, Technical Safety Requirement page changes, and maintenance of the facility Safety Basis).
• Provide facility-level direction for self-assessment and external management assessment for Safety Basis and USQ quality improvement of processes.
• Manage facility Safety Basis technical/quality issues requiring interpretations, analysis, and conflict resolution; coordinate with program personnel for overall interpretations/technical issues.
• Develop facility-level audits, assessments, and metrics for Safety Basis/USQ performance.
• Implement the USQ program.
• Ensure initial and refresher Safety Basis/USQ training and assessments for personnel are effectively performed.

Requirements

• Proven leadership and organizational abilities with a history of leading others in high-demand situations.
• Expert knowledge of and proficiency in Department of Energy (DOE) and industry standards on Safety Basis.
• Experience with DOE, Nuclear Regulatory Commission (NRC) facilities, or Naval Reactors.
• Experience evaluating proposed changes or discrepant as-found conditions involving Hazard Category 2 or 3 Nuclear Facilities to determine approval authority.
• Ability to perform critical strategic tasks, interpret broad strategic requirements, and develop/execute plans to satisfy them.
• Strong planning, goal-setting, or scheduling skills critical to success in this role.
• Ability to have a major impact on organizational success and productivity, with latitude for independent judgment.
• Ability to communicate effectively at the highest levels.
• Ability to train and mentor junior staff.
• Expertise within a specialty and broad competence within the discipline, recognized both internally and externally.

Qualifications

Bachelor’s degree combined with 7 years of relevant experience, including at least 3 years of supervisory responsibility. Per DOE O 426.2, this position requires a bachelor’s degree and four years of nuclear experience.

Working Conditions

• Normally assigned to perform work in an office environment with minimal electrical hazards or other minor potential hazards.
• Job performance requires adequate visual acuity and manual dexterity for meeting the requirements of the discipline.
• Ability to obtain a Q-level Department of Energy security clearance.
