About the role
At RTX, the world's largest aerospace and defense company, the Other Transaction Authority (OTA) Program Management Office (PMO) within the Contract Vehicle Center (CVC) is in search of a Program Manager to support the growing use of OTAs. The CVC is located at the corporate level and manages, administers, and champions utilization of contract vehicles such as OTAs via consortia type contracts. OTAs via consortia are widely used by the Department of Defense (DoD) to develop innovative solutions to support the warfighter. The OTA PMO works in a highly dynamic environment across the RTX enterprise, providing an exciting opportunity to experience front-end business capture strategies, task order-type execution support, and enabling knowledge of RTX products/programs while growing a professional network across the enterprise.
Responsibilities
- Support day-to-day operations of PMO to include compliance, administration, and customer interaction
- Build awareness of vehicles through outreach, training, and quickly responding to inquiries
- Assist RTX Performers with pursuit of task order opportunities including developing capture strategies, White Paper shaping, and proposal development
- Hold kick-off with RTX Performer on pursuits/proposals
- Guide (or oversee) RTX Performer through proposal processes for submittal of timely, compliant, winning proposals
- Participate in color teams, strategy sessions, and Gate reviews as needed
- Build and maintain strong ties to Business Units, product areas, and functions
- Utilize the pipeline management tool updating records in real time as new information becomes available; coordinate with BUs to ensure pipeline is accurately captured and no opportunities are duplicated
- Ensure compliance and any conditions/rules required by the OTA vehicle
- Support other CVC PMOs as required
- Establish effective working relationships with RTX Performers, Government customers, OTA Consortium Management Firms (CFM), industry partners, and internal support functions such as Contracts, Business Development, Finance, Supply Chain and program leadership
- Attend meetings between RTX Performers and Government customers
- Support attendance of various OTA and industry consortium engagements
- Travel may be required up to 20%
Requirements
- Typically requires a University Degree and minimum 8 years prior relevant experience or an Advanced Degree in a related field and minimum 5 years of experience or in absence of a degree, 12 years of relevant experience
- Proficient in navigating contract vehicles and government acquisition/contracting procedures to support growth initiatives
- Skilled in managing multiple tasks in dynamic, fast-paced environments with minimal supervision
- Experienced in collaborating across functional areas, including Program Management, Engineering, Contracts, Finance, Business Development, and Supply Chain
- Strong written and verbal communication skills, coupled with excellent organizational abilities and attention to detail
- Adept at building professional relationships, demonstrating teamwork, and maintaining a customer-focused approach
Preferred Qualifications
- Understanding of the OTA contract vehicle and OTA proposals and strategies
- Knowledge and/or experience with technical solutions
- Bid/proposal development and proposal management skills
- Understanding of RTX organization
- Experience working with customers to strengthen and grow business
- Ability to work in a geographically dispersed team
- Familiarity working with suppliers

Pay
The salary range for this role is 107,500 USD - 204,500 USD. The salary range provided is a good faith estimate representative of all experience levels. RTX considers several factors when extending an offer, including but not limited to, the role, function and associated responsibilities, a candidate’s work experience, location, education/training, and key skills.
Hired applicants may be eligible for annual short-term and/or long-term incentive compensation programs depending on the level of the position and whether or not it is covered by a collective-bargaining agreement. Payments under these annual programs are not guaranteed and are dependent upon a variety of factors including, but not limited to, individual performance, business unit performance, and/or the company’s performance.
Schedule
This is a remote role. Employees who are working in Remote roles will work primarily offsite (from home). If you live within a reasonable commute of an RTX site with other colleagues you interact with, your manager will discuss whether there is a degree of onsite presence associated with this role. Travel may be required up to 20%.
