Manager, Program Cost Controls
About the role
The Raytheon organization is seeking an individual to join its Earned Value Management Systems team as a Manager, Program Cost Controls. This role has accountability for the performance of EVM compliance, training, communications, and assessments. It is a highly collaborative role that calls for proactive leadership and the ability to mentor program team members to build EVM maturity and improve processes.
Responsibilities
- Lead EVM implementation and compliance for programs
- Prepare teams for all EVM events (IBR, surveillance, etc.)
- Provide closed loop feedback to program teams with options for compliant implementation
- Collaborate with the RTX EVM Team for consistency of EVM application
- Review RFP/RFQ for EVM requirements and make recommendations for revisions
- Train program front line leaders on how to implement compliant EVM processes
- Contribute to and/or lead team training events (EVM Forums, EVM Certification Boot Camps, etc.)
- Assess EVM artifacts for compliance to DIDs, CDRLs, and EVM Command Media
Qualifications
- You must have a Bachelor’s Degree in Business Administration or equivalent experience and minimum 8 years prior relevant experience, or an Advanced Degree in a related field and minimum 5 years experience
- Experience in applications of Earned Value Management Systems (EVMS), Program Controls, and Cost/Schedule Integration
- Experience with Earned Value Management (EVM) compliance, materiality, and intent of process implementation
- Experience with Earned Value Management (EVM) reporting requirements such as the Data Item Descriptions for Integrated Master Schedule (IMS) and Integrated Program Management Report (IPMR)/Integrated Program Management Data and Analysis Report (IPMDAR)
- A strong working knowledge of EVM with the ability to conduct training, create professional communications, and deploy tools to the program team is required
- Effective and influential communication across all levels of the business (Functional Organizations, Product Areas, Senior Management, Program Management, and Government counterparts) is required
- A strong desire to foster relationships that improve execution is critical
What You Will Do

Qualifications We Prefer
- Experience with Agile implementation and methodology
- Experience applying EVMS policies, procedures, and intent across an enterprise in multiple contractual scenarios
- Demonstrated understanding of the EIA-748 EVMS Guidelines, Raytheon EVMS Process Description Manual 10255, and the EVM Procedures / EVM Policy Instructions or other established EVM policies/procedures/techniques
- Knowledgeable of full suite of EVMS tools and their application (APEX EV, PM Tool Suite, wInsight, PRISM EV, forProject EV, etc.)
- Familiar with IMS development and maintenance tools and techniques
- Current Raytheon EVM Certification or Industry equivalent
- Expert in Baselining and Execution Processes and IBR, to include Subcontractor Integration in an EVM environment
- Experience EVM reporting requirements such as the Data Item Descriptions for Integrated Master Schedule (IMS) and Integrated Program Management Data Analytics Report (IPMDAR)
