Manager, Participant Services
General Summary
Provides operational leadership for continued occupancy administration ensuring assisted households maintain program eligibility and subsidy determinations remain accurate. Oversees annual and interim recertifications, income verification, and subsidy calculations while ensuring regulatory accuracy, documentation integrity, and timely case processing.
Duties And Responsibilities
- Directs recertification processing, rent calculation validation, and participant case management activities in accordance with HUD program requirements.
- Recertification workflow oversight
- Rent determination accuracy
- Income verification compliance
- Case file documentation quality assurance
- Participant program compliance monitoring
- Escalation management for complex eligibility issues

Job Functions

- Maintain operational standards for participant services processing
- Monitor recertification schedules and case processing timelines
- Direct corrective actions related to compliance findings
- Escalate systemic eligibility or subsidy calculation risks
- Workgroup-Specific Responsibilities — Participant Services
- Oversee annual and interim recertification processing
- Validate income verification and subsidy calculations
- Maintain participant compliance with program requirements
- Cookordination with inspection and leasing teams regarding participant case actions
- Maintain documentation supporting regulatory monitoring and SEMAP indicators
Leadership & Supervision
- Directly supervises Supervisors within the assigned workgroup
- Reinforces performance accountability
Scope and Effect
Impacts operational integrity, regulatory compliance outcomes, and audit defensibility within the assigned workgroup.
Physical Demands
- Level of manual dexterity sufficient to allow for operation of a computer keyboard, computer mouse, telephone, facsimile machine, calculator, etc.
Qualifications, Knowledge & Experience
- Bachelor’s degree in public administration, business administration, housing, or related field, or equivalent professional experience
- Six (6) years of progressively responsible leadership experience
- Demonstrated operational and compliance expertise
- Bondable and eligible for agency insurance requirements
- Master’s degree in related field preferred
- Professional certifications related to housing or compliance administration preferred
- Experience within a public housing authority preferred
