Team Rubicon (TR) is seeking a Manager, Operations (East Branch) to join our Programs x Domestic Operations – East Branch team. This role leads a motivated team of associates, supports volunteer leaders in daily execution of organizational goals, and requires a detailed understanding of all functions within the Operations Department. The Manager will be assigned geographic areas—Illinois (IL), Wisconsin (WI), Michigan (MI), Kentucky (KY), Indiana (IN), Tennessee (TN), and Ohio (OH)—to build and motivate teams, drive delivery of Team Rubicon services, and establish growth strategies for volunteer and community relationships.

Responsibilities

  • Manage the assigned budget, ensuring appropriate resource allocation and financial goal achievement.
  • Provide leadership and team management by supervising, mentoring, and developing assigned staff through clear goals, constructive feedback, and a collaborative work environment.
  • Evaluate individual staff and team performance to improve productivity and efficiency.
  • Execute purchasing and expenses per the Branch budget plan.
  • Assist with planning and budgeting in line with operational tempo; oversee procurement and distribution of supplies and equipment.
  • Support personnel recruitment, deployment, and well-being throughout the disaster cycle, managing schedules and work rotations.
  • Assist in developing QCPC team goals, provide feedback, and solicit regular input.
  • Support Volunteer Management in resolving personnel conflicts and participate in Participation Status Committees as needed.
  • Lead the leadership lifecycle program, including recruiting, onboarding, and developing Greyshirt volunteer leaders.
  • Support department needs during surges to address operational gaps.
  • Build and maintain relationships with donors, partners, and volunteers.
  • Lead capacity-building efforts, local relationship growth, disaster operations, and cross-functional collaboration.
  • Organize and participate in training and simulations for disaster response teams.
  • Coordinate and manage disaster response operations, including resource and personnel deployment.
  • Coordinate with volunteer organizations and partners to maximize resources.
  • Function as an Agency Executive; provide EOC support and disaster response coordination across relevant agencies.

Requirements

  • 5-7 years of relevant professional experience in the military, disaster response, emergency management, or first responder fields.
  • Bachelor’s degree in Emergency Management, Public Administration, or related field preferred.
  • Proven record of personnel management experience, including recruiting, managing, training, and developing employees and volunteers.
  • Proficiency with technology tools and remote working for coordinating with a large network of TR staff, Greyshirts (volunteers), and external stakeholders.
  • Successful past performance in leading volunteers is highly desired.

Special Requirements

  • Full-time, remote position based in Illinois (IL), Wisconsin (WI), Michigan (MI), Kentucky (KY), Indiana (IN), Tennessee (TN), or Ohio (OH), preferably in Chicago, IL; Detroit, MI; Indianapolis, IN; or Louisville, KY.
  • Flexible and non-traditional work schedule, including evenings and weekends to support leadership meetings, video conferences, events, and operations.
  • Reliable transportation required for local travel within the assigned area.
  • At least 25% non-local travel to support broader organizational activities within the assigned territory.

Pay

$70,875.43 - $105,709.10 per year. The hiring range reflects where in the range we most likely intend to hire, with compensation varying based on market conditions, cost of living, skills, capabilities, and experience.
