About the role
The Kings County Association of Governments (KCAG) seeks to fill two vacancies for Regional Planners I, II, and III. This is an independent agency and not part of the Kings County Government. Applications should be submitted via paper only.
Responsibilities
- Develops and prepares studies relating to transportation planning, air quality, population, housing, and economics.
- Collections and analyzes complex data for special reports and projects.
- Participates in and coordinates assigned special regional studies and projects.
- Assists with and coordinates the development and maintenance of transportation and related planning studies and documents such as the Regional Transportation Plan, Regional and Federal Transportation Improvement Programs, Air Quality Conformity determinations, Transit Development Plans, Regional Bicycle Plan, Blueprint, Regional Housing Needs Allocation Plan, and Public Participation Plan.
- Assists in the preparation and administration of transportation funded programs and projects; assists in the management of funding allocations for assigned program areas; assists in writing grant applications and administration of grant funds; assist in the preparation and management of consultant proposals and contracts.
- Conducts and maintains statistical reporting systems, compiles, analyzes and interprets data relating to a variety of subjects, including, but not limited to environmental conditions, socio-economic, transit and air quality; conducts transit surveys and monitors transit operator performance.
- Interprets transportation studies and air quality regulations for compliance with Federal, State and Regional and local agencies involved with transportation planning; monitors legislation that may have an impact on regional and transportation planning conducted by the Agency.
- Prepares staff reports, resolutions, grant applications, proposals, letters, public hearing notices, and environmental review documents.
- Conducts public meetings and provides information and suggestions, provides technical information to the public, makes oral presentations to the public, commissions and committees on project-specific issues of the Kings County Association of Governments; assists in the development and implementation of programs related to citizen participation and public awareness associated with the regional and transportation planning process.
- Provides information and assistance to member agencies in the development and administration of grant funded programs; assists in ensuring that planning and grant requirements are met; provides information to outside agencies and the public regarding laws, regulations, standards, policies, and procedures related to transportation and regional planning.
- Utilizes computer applications and data, including but not limited to MS Word, Excel, Access, PowerPoint, and GIS on a daily basis; prepares maps, graphs, and performs minor graphic work for presentation and inclusion in reports.
Requirements
Required:
- Education: Graduation from an accredited four-year college or university with a degree in urban or regional planning, geography, public administration, engineering, or a closely related field.
- Experience: A minimum of one year of professional planning experience equivalent to a Regional Planner I with Kings County Association of Governments.
Preferred:
- Experience: A minimum of three years of professional planning experience, including at least two years of experience equivalent to Regional Planner II with Kings County Association of Governments.
Qualifications
Knowledge of:
- Proper English grammar, spelling and punctuation;
- Basic computer software, equipment and operation.

- Plan, organize, and implement transportation planning programs and projects;
- Perform complex and sensitive transportation planning analyses and studies;
- Prepare effective written reports, planning documents, press releases, legal notices, newsletters, and correspondence;

- Gather, analyze, evaluate and present data;
- Learn to read and apply laws, policies, rules and regulations;

Benefits
Salary: $3,787 - $5,928 monthly
Retirement Benefits: Enrolled in Cal/PERS
Holidays: New Year's Day, Martin Luther King Day, Presidents' Day, Memorial Day, Independence Day, Labor Day, Veterans' Day, Thanksgiving Day and day after, half-day Christmas Eve; Christmas Day; and half-day New Year's Eve.
Vacation: From two to four weeks of paid vacation per year, depending on their length of service and bargaining unit agreements.
Sick Leave: Sick Leave is accrued for each hour worked. Accrual rates vary depending on date of hire and bargaining unit agreements.
Health Insurance: Medical, dental and vision insurance for eligible employees and their dependents is KCAG subsidized.
Retiree Health Insurance: Upon retirement from the County, and depending on bargaining unit agreements, a percentage of accrued sick leave may be converted to be used to pay for retiree health insurance benefits for eligible employee and spouse.
Flexible Benefits Program: Optional program allows employees to pay for certain qualified benefits with pre-tax salary (such as child care expenses, unreimbursed medical costs, or health insurance premiums).
Credit Union Membership: County employees are eligible for membership in the Kings Federal Credit Union. Includes option for automatic payroll deposit.
