Manager of Capital Programs (Fiscal Services Administrator V)

Responsibilities

  • Coordinate monthly with program offices to gather project budgets and forecasted cash flows to record in MAA’s Capital Programming and Management System (CMAPS).
  • Manage, monitor and report out on Capital Program and Status of Funds.
  • Manage and allocate funding sources to project budgets based off eligibility and optimization of available funds.
  • Manage the development, application, management, and reporting of Federal Grants.
  • This includes grant application development, grant tracking and grant reporting.
  • Managing the formulation and development of Quarterly Capital Budget Submissions to The Secretary’s Office as well as capital budget material as published in MDOT’s Consolidated Transportation Program (CTP).
  • Developing and managing consultant task orders utilized for program management work items.
  • Manage and monitor task budgets and work items.
  • Managing and reviewing accuracy of staff generated accounting and tracking of Federal, State and Other Fund expenditures.
  • This includes invoicing processing and coding in MAA’s financial systems and tracking other funds in CMAPs and other excel trackers.
  • Leading the planning, coordination, and submission of PFC Applications to the FAA.
  • Additionally, overseeing staff development of financial models for the PFC applications which forecast the recovery of revenue to support debt service and capital projects costs.
  • Ensure MAA is in compliance with all the requirements associated with the PFC Program through collaboration with internal MDOT MAA staff, consultants, airlines and the FAA.
  • Complete federal and internal reporting requirements to monitor PFC Collections and Uses.
  • Manage debt payment schedules, debt issuance feasibility and planning, rating agency surveillance and other reporting requirements.

Qualifications

  • Education: Bachelor’s degree from an accredited college or university in Business Administration, Public Administration, Finance, Accounting, Economics, Engineering, Airport Management, or a closely related field.
  • Experience: Five years of progressively responsible experience in capital program management, financial management, budgeting, grants administration, or airport program management developing and managing large capital budgets or multi-year capital improvement programs.
  • Preferred: Developing and managing large capital budgets or multi-year capital improvement programs, Financial planning, forecasting, and reporting, Oversight of Airport funding programs such as grants, debt financing, or special revenue programs, Coordinating with internal and external stakeholders on complex projects, Licenses & Certifications.
