About the Role
Venture Global LNG is seeking a Manager, LNG Regulatory Compliance for our Plaquemines facility. This role is responsible for the development, implementation, and maintenance of the PQ LNG Regulatory Compliance Program to ensure strategies, procedures, and assurance processes are established for addressing Federal, State, and Local regulatory requirements. The position reports to the Director of Regulatory Compliance.
Responsibilities
- Develop, implement, and maintain the PQ Regulatory Compliance Program.
- Serve as the subject matter expert in regulatory areas concerning LNG Operations, specifically for PHMSA, FERC, and USCG requirements.
- Lead the regulatory compliance assurance program necessary for Federal, State, and Local audits.
- Perform internal compliance assurance activities in coordination with applicable stakeholders in preparation for routine audits or inspections.
- Support and participate in Federal, State, and Local Regulatory Agency site audits and inspections.
- Review external state and federal agency audit findings and provide recommendations for internal procedures and/or compliance manuals.
- Identify potential areas of compliance vulnerability or risks and report to Supervisor and other LNG business stakeholders.
- Conduct inspections and audits of PQLNG Operations and Maintenance activities and lead implementation of corrective actions.
- Evaluate Federal Register updates and facilitate updating processes, procedures, and training to maintain compliance.
- Work with Operations SMEs to address areas of improvement identified from field assessments or changes to processes and procedures.
- Support the development and implementation of PQ internal regulatory inspection and audit program.
- Maintain working knowledge of regulatory requirements, company procedures, and documents to satisfy those requirements.
- Assist with communicating and implementing improvements to programs and documentation to ensure compliance with regulations.
- Lead the development and implementation of the PQ Regulatory Training program.
- Support engineering design reviews of Implementation Plans (IPs), IA Question sets, and Data Requests from regulators for compliance validation.
- Lead safety-related incident management issues on behalf of the Regulatory Department.
- Support Management of Change (MOC) reviews for compliance validation.
- Execute external regulatory reporting obligations.
- Lead PQ Operations procedure reviews and ensure updates are maintained in accordance with applicable law.
- Analyze compliance data to determine necessary training or program modifications for Compliance Management.
- Support the Company’s functional groups in planning, process, and control management.
- Cooperate with LNG Operations personnel, engineering, and other stakeholders to share lessons learned and ensure safe, reliable, and efficient operations.
Requirements
- 5 years of experience in Regulatory management or a similar industry.
- A minimum of 2 years of experience in LNG.
- Proficiency in LNG Facility Regulations, including 49 CFR 193, 33 CFR 127, NFPA 59A, and ASME B31.3.
- Must maintain a Transportation Worker Identification Credential (TWIC) card in good standing status.
- Extensive experience managing regulatory dialogue in the U.S. and working closely with U.S. regulatory agencies, especially FERC and PHMSA.
Qualifications
- Bachelor’s degree from an accredited university is preferred; Associates degree or equivalent experience is acceptable.
- Corporate or consulting experience in designing and implementing compliance programs is preferred.
