About the role

This role involves owning and leading valuable deliveries that improve the health experience of Blue Cross NC members. It also entails interacting and participating in the implementation and operation of Epic Payer Platform.

Responsibilities

  • Leads an IT Solution Delivery team responsible for the successful delivery of enterprise-wide projects.
  • Aligns and guides business partners and collaborates on Delivery roadmap to meet KPIs and Milestones.
  • Aligns technology stack, delivery team, delivery partner planning and vendor partners to the multi-year delivery roadmap.
  • Stays up to date on Interoperability standards, versions, Implementation Guides and industry movement to keep BCBSNC in a forward position within the Interoperability space.
  • Contributes and steers architecture solutions and/or collaborates with architecture on solutions for applications under his/her domain.
  • Manages and guides the detailed design, development and integration activities for IT solutions.
  • Provides concurrent oversight to multiple projects generally accountable to a single business division.
  • Delivers complex communication of status and issues to senior leadership, VPs, and stakeholders in a clear and concise manner.
  • Manages and guides relationships with internal and external business stakeholders, vendors and other delivery partners.
  • Implements technical solutions to adhere with IT guiding principles and imperatives.
  • Contributes to the evolution and delivery of the IT strategy inclusive of architectural patterns, standards and best practices.
  • Maintains application health and performance through enforcement of architecture decisions that enable Blue Cross NC to better serve its members and constituents.
  • Performs analytic functions and coaches team members in technical and analytical production.
  • Guides team through assessment of alternative systems approaches for workability and economic feasibility.
  • Responsible for end-to-end vendor management for IT partners.
  • Affords assistance to departments with strategic analysis to provide recommendations that ensure quality, cost effectiveness, goals, regulatory requirements and mandates are met through IT solutions in a timely fashion.
  • Guides direct reports with well-defined job expectations, ongoing performance feedback, accurate and timely performance appraisals, coaching, mentoring, training, conflict resolution.
  • Plays a key role in definition of the Solution Delivery Methodology and enforce the adherence of associated procedures.

Requirements

  • Bachelor's degree or advanced degree (where required)
  • 3+ years plus of leading IT deployment teams
  • 8+ years of experience in related field
  • In lieu of degree, 10+ years of experience in related field
  • Bonus Points: Payer/Provider clinical data exchange use-cases background in SMART on FHIR Applications and strategies, Electronic Prior Authorization (ePA), Quality Care Gaps, Risk Adjustment (HCCs) HEDIS, FHIR Implementation Guides, Epic Payer Platform integration and operations, or similar experiences on the Hospital Information Systems roles for the same criteria.
  • Knowledge in interoperability and HL7 FHIR, FHIR work groups and governing bodies (Da Vinci, Carin, Sequoia, NCQA, CMS, etc.)
