Job Summary

The Environmental Manager will lead the WA Parish Environmental team in the development and effective implementation of strategy, programs, systems, and processes ensuring the plants maintain compliance with all applicable environmental laws and regulations as well as corporate environmental policies, goals, targets, and compliance programs.

PRIMARY RESPONSIBILITIES

  • Maintain expert level knowledge of Solid Waste, and Wastewater regulations.
  • Manage TPDES Permit renewal, SPCC and Storm Water program implementation and provide waste characterization support.
  • Oversee water supply contracts/permit and manage relationships with key water supply stakeholders.
  • Provide support for environmental compliance activities including air quality data analysis and reporting, Title V permitting and compliance certifications, New Source Review (NSR) permit applications and renewals, facility compliance audits.
  • Capture, review, and submit data to support environmental reporting programs. Expertise with Continuous Emissions Monitoring Systems (CEMS) related data and regulatory programs, and familiarity with StackVision and QASA software programs are desirable.
  • Coordinate and/or participate in compliance reviews, support agency air, solid waste, and wastewater inspections and internal third-party compliance audits; develop and implement compliance related tools and best practices at the Generating Station.
  • Respond to environmental system upsets and monitoring system breakdowns, including field data collection, situation assessment and system analysis to prevent recurrence of these conditions.
  • Coordinate all aspects of testing programs: Regulatory agency notifications, direct test contractors, communicate requirements to on-site personnel, evaluate test results, data and procedures for compliance with applicable environmental requirements.
  • Provide and document environmental support for facility operations, including technical assistance, training, Management of Change, system operation analysis and recordkeeping.
  • Aid in interpreting and assessing the impacts of proposed environmental regulations on facility operations.

Minimum Requirements

  • Bachelor's Degree in related Science or Engineering discipline with minimum of 7 years’ experience in environmental in an industrial setting or equivalent work experience demonstrated in a similar role/position.
  • Valid driver’s license.
  • Knowledge of Local, State, and Federal Environmental Regulations.
  • Knowledge of power plant operation and maintenance activities.
  • Proven ability to communicate technical information to plant personnel.
  • Personal ability to strongly influence and motivate employees and management in all areas of environmental regulations.
  • Excellent verbal and written communication skills.
  • Proven ability to lead and manage staff, influencing results through others.
  • On call availability 24 hours a day, seven days a week.
  • Ability to physically conduct detailed audit/inspection of facilities.
  • Available for unscheduled overtime outside normal hours for emergency call-in.
  • Available for travel as needed.

Other Desired Qualifications

  • Knowledge of EPA and Texas environmental rules, regulations, and procedures.
  • Capital project experience.
  • Ability to obtain a Drinking Water License and a TCEQ Class D Water Operator License.
  • Strong database management and spreadsheet skills.
  • Root cause analysis experience.
  • Possession of, or ability to obtain, Visible Emissions Observer certification.
