Manager, Emergency Operations (EMT/Paramedic)
Position Summary
The incumbent provides direct program support for Columbia’s Emergency Medical Service (CUEMS), the public access defibrillator program, the CPR program, and other strategic initiatives. Under general supervision of the Associate Director, Emergency Management, the incumbent provides essential administrative, organizational, and operational support to ensure the efficient functioning of key teams, projects, and initiatives within Columbia Health. This role serves as a central point of coordination for meetings, documentation, communication, and action item tracking, supporting cross-functional collaboration and operational excellence that advances the mission and strategic plan of Columbia Health. This is an essential on-site role with potential for hybrid work. Some evening and weekend hours may be required.
Responsibilities
- CUEMS Support (35%)
- Assist with day-to-day administrative and operational support of CUEMS.
- In conjunction with the Associate Director, oversee CUEMS student leadership in recruitment, onboarding, training, performance management, succession planning, and operational decision-making.
- Support management of volunteer EMT staffing, scheduling, and special event planning.
- In conjunction with Public Safety, oversee emergency vehicle care and maintenance per State regulations, vehicle specifications, and the Public Safety Fleet Management Plan; including emergency repairs and preventive maintenance.
- Ensure proper management, accountability, and utilization of all CUEMS property and resources.
- Maintain oversight of inventories of medical equipment and supplies to ensure operational readiness.
- Supervise and provide operational support for student EMTs on crew, at trainings, or special details.
- Monitor compliance with the Standard Operating Procedures.
- Serve as operational contact for significant vehicle issues, facility concerns, and crew incidents.
- Assist with day-to-day administrative and operational support of CUEMS.
- Aid in onboarding and training of new members, including University, NYC, & NYS laws, policies, and protocols as well as electronic systems access.
- Assist in maintaining compliance with internal policies and NYS regulations.
- Aid in documentation management, reporting systems, and electronic records maintenance.
- Assist with preparation of training materials and documentation; support quality improvement initiatives and assist in preparing operational reports and metrics.
- Support interpretation of collected data and recommend process improvements.
- Evaluate efficiency of current documentation and reporting methods.
- Aid in quality assurance and continuous improvement initiatives for CPR instruction and program delivery.
- Aid in initiatives to enhance program sustainability and responsible growth.
Compliance & Other Projects (25%)
- Support and manage key elements of strategic priorities including emergency preparedness, business continuity, and resilience initiatives.
- Support the administrative and operational needs of preparation for AAAHC accreditation.
- Support divisional business continuity planning, emergency management initiatives, tabletop exercises, drills, after-action reports and improvement plan tracking; collaborate with other University departments in the planning and implementation of Columbia Health Emergency Action Plans for major incidents.
Schedule, Coordinate, and Attend Meetings (20%)
- Schedule, coordinate, and attend all related meetings, ensuring timely distribution of meeting details and materials; take meeting notes, capturing key discussions, decisions, and assigned action items.
Maintain Documents and Records (10%)
- Maintain all relevant documents and records within document management systems, ensuring correct categorization, organization, and placement in appropriate departmental folders.
Track and Monitor Action Items (10%)
- Track and monitor action items assigned during meetings and follow up to ensure deadlines are met.
Emergency Care (5%)
- Provide Basic Life Support pre-hospital care in accordance with City and Statewide Emergency Protocols and CUEMS policies as indicated for patient condition.
- Adhere to all National, State, University, and CUEMS policies regarding patient care, transport, reporting, supplies, equipment, and emergency vehicle care and handling.
- Delegate, as appropriate, aspects of patient care and documentation to EMTs on crew and provide appropriate guidance and feedback.
- Communicate and coordinate with Public Safety, FDNY, EMS agencies, hospitals, and other response partners as appropriate.
- Make appropriate notifications and electronic entries following all EMS calls.
- Ensure appropriate communication to key University stakeholders.
- Aid in providing continuity of service under emergency circumstances and special events.
- Perform other duties as assigned.
Minimum Qualifications
- Bachelor’s degree or its equivalent
- Three or more years of related experience
- Current NYS EMT certification or contingent on reciprocity status
- Active BLS Provider certification
- Emergency vehicle operator certification
- CPR Instructor or immediately eligible
- Experience in non-profit or volunteer service
- Experience in EMS operations, emergency management, or healthcare operations/administration
- Management
- Demonstrated ability to manage highly sensitive and confidential communications with discretion and integrity
- Ability to successfully manage multiple high-volume, competing priorities at one time
- Outstanding customer service and communication skills (written and verbal)
- Ability to produce error-free work and adapt to changing priorities and needs
- Well organized and detail oriented with strong project management and time management skills and the ability to perform well under pressure
- Proficiency in Microsoft Office applications (Word, Excel, Power Point) and general familiarity with other computer systems
- Experience with online learning platforms, PowerPoint, and curriculum development
Preferred Qualifications
- Master’s degree
- Active BLS Instructor certification
- Experience in higher education and working with college-aged individuals
- Experience with AAAHC accreditation, HIPAA and other regulatory compliance
