About the role

Provides strategic leadership and oversight of the District’s Emergency Management program to ensure preparedness, mitigation, response, and recovery across all hazards. Collaborates with emergency response partners—including school officials, Broward County Emergency Management, and FEMA—to improve the Emergency Management program. Directs and supervises Emergency Management staff and Area Security Managers responsible for school safety compliance inspections aligned with state law and Florida Department of Education requirements.

Responsibilities

  • Supervise and provide clear direction to all assigned staff.
  • Direct, supervise, and evaluate Emergency Management staff and Area Security Managers, ensuring alignment with District priorities and regulatory requirements.
  • Develop, implement, and continuously improve emergency management policies, procedures, and plans to ensure compliance with applicable laws and best practices.
  • Oversee and ensure the effective execution of school safety compliance inspections conducted by Area Security Managers.
  • Utilize data, after-action reports, and performance metrics to inform decision-making and continuous improvement.
  • Establish and oversee standardized processes for dissemination and training of emergency management procedures.
  • Lead development and delivery of enterprise-wide training programs aligned to the District’s Standard Response Protocol.
  • Coordinate with internal departments and external agencies to strengthen emergency preparedness and response capabilities.
  • Work with Physical Plant Operations (PPO) to ensure District facilities designated as hurricane shelters are fully operational during hurricane season (June 1st – November 30th), including functional capabilities during shelter activation, hazard identification, and corrective or preventive measures as required by State Requirements for Educational Facilities (SREF).
  • Inspect emergency preparedness equipment and supplies to ensure swift availability during an emergency.
  • Coordinate and support the District’s crisis management and incident response teams during emergencies.
  • Collaborate with District staff and third parties to prepare and analyze damage assessments following emergencies and assist with recovery efforts.

Requirements

  • Earned bachelor’s degree from an accredited institution.
  • Minimum of five (5) years of demonstrated experience and training, within the last ten (10) years, in the emergency management field.
  • Must complete FEMA Incident Command System courses 100, 200, 300, 400 and National Incident Management System 700 and 800 courses within six (6) months of employment.
  • Possess and maintain a valid Florida driver’s license.
  • Must be willing to be held over or called back, work nights, weekends, and holidays during an emergency.

Preferred Qualifications

  • Earned master’s degree in fire science, emergency management, public administration, or related field from an accredited institution.
  • Eight (8) years of demonstrated experience and training, within the last thirteen (13) years, in the field related to the position.
  • Certified Emergency Manager (CEM), Florida Associate or Professional Emergency Manager (FAEM/FPEM), or Master Experience Practitioner (MEP) certification.
  • Experience in emergency preparedness and management in a public-school environment.
  • Bilingual skills.

Special Requirements

  • Subject to specialized training, background reviews, and confidentiality and compliance requirements.
  • Designated as “essential personnel” and may be held over or called back to a District work location or alternate site at all times.
  • May be assigned to other operational support venues as deemed necessary by department leadership.
  • Exposed to confidential, restricted, and highly sensitive information requiring utmost discretion and compliance with all administrative rules, directives, policies, procedures, regulations, and statutes governing its distribution.
  • Requires compliance with all District policies, regulations, and statutes relating to privacy, including the Family Educational Rights and Privacy Act (FERPA).

Physical Requirements

Light work: Exerting up to 20 pounds of force occasionally, and/or up to 10 pounds of force frequently, and/or up to 10 pounds of force as needed to move objects.

Pay

$76,639.00 - $137,889.00 (Pay Band C, Educational Support Management Association of Broward, INC.)
