About the role
Responsible for overall management of the department’s operations including human resources, payroll, and contractual agreements. Directs, manages, plans, and coordinates all aspects of services for payroll, employment, compensation, employee relations, compliance, and guidance for development of managers within the department. Develops effective working relationships across multiple levels of the WUSM & WU organizations and may manage cross-functional teams.
Responsibilities
- Manages payroll processes, procedures, monitors, directs and analyzes payroll operations throughout the department, including:
- Meeting all deadlines and ensuring timely payment of faculty incentives.
- Ensuring sources are up to date and changes are made timely to limit PCT volume.
- Managing annual compensation budget and annual salary planning process.
- Ensuring professional liability information is reviewed and updated annually.
- Managing E-PARs and telecommuting.
- Oversight for departmental visas in cooperation with the international office.
- Manages the hiring process and faculty salary continuation.
- Manages annual and probationary evaluations.
- Develops and maintains sourcing and other payroll-related reports as requested.
- Manages the onboarding and off-boarding process for the department, including:
- Ensuring the department’s FTE approval process is completed.
- Overseeing job postings and salary offers to maintain internal equity with qualifications.
- Ensuring proper licensures are obtained.
- Providing onboarding checklists to new applicants and hiring managers.
- Ensuring off-boarding checklists are provided, returned, and access to systems is deactivated.
- Manages non-appointees, including:
- Ensuring proper documents are obtained and completed.
- Meeting all compliance requirements based on non-appointee type, including drug and background checks.
- Ensuring non-appointees are not on campus prior to approval and maintaining their status while on campus.
- Leads management in developing job descriptions for new or reorganized positions in conjunction with compensation.
- Establishes correct titles based on FLSA requirements.
- Ensures new and replaced FTEs are processed through the department’s justification process.
- Serves as the departmental human relations contact.
- Provides expertise, guidance, and resolutions for complex personnel issues in conjunction with WUSM Human Resources.
- Handles extremely sensitive and confidential employee relations matters.
- Resolves issues and ensures departmental compliance with federal, state, and local laws and regulations.
- Manages the maintenance of all contractual agreements of the department, including billing and collection for contracts with outside institutions.
- Reviews all contracts on the effective date for any compensation changes and ensures changes are implemented appropriately.
- Creates and maintains regular training and support sessions for department managers and supervisors.
- Ensures all compliance trainings are completed.
- Determines feasibility of process improvement opportunities and provides guidance to staff in developing business tools and solutions.
Requirements
- Bachelor’s degree or a combination of education and/or experience may substitute for minimum education.
- 5 years of experience in accounting or management.
- No specific certification or professional license is required for this position.
- A driver’s license is not required.
Preferred Qualifications
- Certified Public Accountant (CPA) – American Institute of Certified Public Accountants, Illinois Department of Financial and Professional Regulation, or Missouri Division of Professional Registration.
- 7 years of experience in purchasing, government contracting, or payroll.

Pay
Salary range: $65,900.00 - $112,700.00 per year (Grade G13).
