Manager Cost Accounting
Hybrid role (3 days/week in office) at our Portland, Medford, Fargo, Burlington, Vancouver, Renton, Boise, Lewiston, Spokane or Salt Lake City offices. Candidates must reside within commutable distance of that location.
About the role

As a member of the Cost Accounting team, our Cost Accounting Manager leads the operation, direction, design and interpretation of complex cost allocation methodologies for Cambia and its affiliated companies. Provides analytical support related to product pricing, forecasting and operating cost efficiencies to key internal LOB customers. Maximizes efficient and effective uses of cost allocation resources. Ensures compliance with applicable federal, state and BlueCross BlueShield Association (BCBSA) regulatory requirements.
Responsibilities
- Leads the creation, analysis and reporting of financial data necessary for effective and efficient pricing and monitoring of major lines of business and products.
- Provides analysis of allocation results that business partners can interpret and use for key operating decisions and business unit performance evaluation.
- Provides input into the development and revision of department cost allocation policies, procedures and systems to ensure compliance with all applicable corporate and regulatory policies.
- Directs the timely and accurate preparation of regulatory reports, analysis, forecasts and operating plans.
- Provides staff training and maximizes efficient and effective uses of cost allocation resources.
- Directs the preparation and review of statistical drivers, periodic journal entries, departmental reviews and setup.
- Provides a critical review of operating expense allocations, reports, analysis and projections to ensure a no-surprise environment.
- Works directly with outside auditors and consultants, regulators and customers on financial, reimbursement, and accounting issues.
- Motivates staff to perform duties; provides both formal and informal training that promotes staff development.
- Instills a process improvement mindset into day-to-day activities within the larger team.
- Leads and works within the cost organization to identify and analyze current organizational processes and provide recommendations for process improvement.
- Drives change activities through the department to improve Cost Accounting’s ability to meet current and future demands of customers, including shorter turn time on month-end close/budget/forecast, enhanced/simplified business reporting, and benchmarking with other health plans.
- Leads, plans, supports and coordinates work efforts to develop and implement periodic conversions and/or consolidations of financial systems and applications, including redesign of process methodologies and interfaces with ancillary systems.
- Serves as a subject matter expert in all areas of cost allocations and proactively consults with internal and external customers to resolve issues, improve processes, and educate on cost allocation policies and methodology.
Requirements
- Bachelor's degree in accounting or related field.
- 8+ years of experience in cost accounting in health care insurance, or equivalent combination of education and experience.
- CPA preferred.
Skills
- Demonstrated knowledge and application of Generally Accepted Accounting Principles (GAAP), Cost Accounting Standards (CAS), Federal Acquisition Regulations (FAR), and Federal Employee Health Benefit Acquisition Regulations (FEHBAR).
- Proven leadership skills with progressively increasing management experience and responsibilities.
- Analytical thinking and ability to provide in-depth analysis and recommendations using critical thinking and sound judgment.
- Proficiency with complex PC and mainframe software and systems.
- Ability to work with all levels of staff and management both as a self-starter and in a team environment.
- Strong planning, organization, and leadership skills to develop department goals and objectives consistent with corporate vision and strategies.
- Demonstrated ability to manage, lead, and develop teams of analysts or SMEs with varying levels of expertise and experience.
- Ability to analyze complex situations, learn quickly, and synthesize corresponding solutions, options, and action plans.
- Persistence, discipline, objectivity, independence, results-driven mindset, and strong communication skills.
- Strategic thinking and understanding of cost allocations in select strategic scenarios.
- Proven track record of conducting complex analysis, creating and articulating technical business cases, including budgetary impacts and short/long-term business impacts.
- Ability to identify, diagnose, influence, and implement process improvement ideas that enhance effectiveness and meet customer needs.
- Experience with AI tools and technologies to enhance productivity and decision-making is highly desired.
Pay
- Oregon, Washington, Utah, and Idaho: The expected hiring range is $111,400.00 – $150,700.00, the full salary range is $104,000.00 – $171,000.00, and the bonus target is 15%.
- North Dakota: The expected hiring range is $114,251.05 – $154,574.95, the full salary range is $101,444.00 – $167,383.00, and the bonus target is 15%.

Work Environment
Work primarily performed in an office environment. Travel may be required, locally or out of state. May be required to work outside normal hours.
