Manager, AWS Infra Supply Chain

We're seeking a CDR Network Plan Performance Manager to lead a team dedicated to root causing build plan misses, identifying systemic gaps, and driving improvement initiatives across our infrastructure planning organization. The build plan determines what and how many server racks we can build each week given material and capacity constraints across a 13-week rolling horizon. This role ensures performance is measured, understood, and continuously improved, serving as the linchpin between plan creation and execution. As CDR matures, this team's charter will expand to cover additional planning elements like the Landing Plan.
Responsibilities
- Team Leadership & Development: Build, lead, and develop a team of CDR Network Plan Performance individual contributors focused on root cause analysis, metrics development, and improvement initiatives. Establish team operating rhythms, talent development plans, and a culture of data-driven accountability. Foster cross-functional relationships with Build Plan, Landing Plan, Supply Chain, Engineering, and Finance teams.
- Performance Framework & Metrics: Design and implement a performance management framework measuring the accuracy and reliability of supply chain inputs/assumptions feeding the 13-week build plan (e.g., material availability, capacity constraints, vendor commitments). Define, own, and report on KPIs tracking build plan adherence (racks planned vs. built per week), miss categories, and systemic gap trends. Establish governance mechanisms (e.g., weekly/monthly performance reviews) for visibility across leadership and execution teams.
- Root Cause Analysis & Systemic Gap Identification: Lead structured root cause analysis (RCA) for build plan misses across supply chain dimensions (hardware, power, cooling, network, construction, etc.). Identify recurring patterns and systemic gaps in planning assumptions, data quality, process adherence, and cross-functional handoffs. Develop and maintain a taxonomy of miss categories for trending, prioritization, and targeted intervention.
- Improvement Initiatives & Accountability: Drive the creation, prioritization, and execution of improvement initiatives addressing systemic gaps. Partner with Build Plan owners to close the loop between performance insights and planning process changes. Track initiative progress, measure impact, and ensure sustained improvement. Expand the team's scope to cover end-to-end plan performance as additional planning elements are introduced.
- Strategic & Operational Alignment: Translate performance insights into strategic recommendations for senior leadership. Ensure alignment between performance findings and broader planning transformation efforts (SIOP, demand planning, capacity planning). Represent the Performance team in cross-functional planning forums and escalation reviews.
Requirements
- 7+ years of project management experience (including scope, schedule, budget, quality, risk, and critical path management).
- Bachelor's degree or Master's degree in supply chain management, operations, engineering, analytics, or a related field.
- Experience applying key financial performance indicators (KPIs) to analyses, or experience with process improvement, Kaizen, and Six Sigma.
- Experience in root cause analysis and error correction, identifying procedural and systemic changes to implement long-term fixes.
- Knowledge of supply chain management concepts: forecasting, planning, sourcing, optimization, and logistics.
Preferred Qualifications
- Experience with enterprise-scale infrastructure or development-based cloud programs/projects in a related industry.
- Experience communicating results to senior leadership or influencing decisions with complex information.
- Experience with Continuous Improvement and Six Sigma methodologies.
- Proven track record of building performance management or operational excellence functions from the ground up.
- Advanced analytical skills with experience in data visualization, statistical analysis, and scenario modeling.
- Experience with build plan/S&OP adherence measurement in high-complexity, multi-variable environments.
- MBA or advanced degree in Supply Chain, Operations, Industrial Engineering, or related fields.

Pay
Base salary range: $163,500.00 – $221,300.00 USD annually (locations: Herndon, VA; Seattle, WA). Final compensation determined by experience, qualifications, and location.
