Management & Program Analyst (Change Management) positions at the GS-11/12 grade levels.
Responsibilities
- Assist the Director in developing a change management strategy, including a communication plan, implementation roadmap, coaching plan, training plan, and resistance management plan.
- Assist the Regional Office (RO) Director in assessing priorities and resource needs to meet program objectives through stakeholder communication, relationship management, and organizational change management strategies.
- Communicate and collaborate with the management team to develop solutions to issues, providing project status reports.
- Lead change management activities across business lines within the Regional Office, focusing on implementing changes to business processes, systems, technology, and job roles.
Promotion Potential
The selectee may be promoted to the full performance level (GS-12) without further competition when all regulatory, qualification, and performance requirements are met. Selection at a lower grade level (GS-11) does not guarantee promotion to the full performance level.
Schedule
- Work Schedule: Monday–Friday, 8:00 AM–4:30 PM.
- Compressed/Flexible: Not available.
- Telework: Eligible for situational (ad hoc) telework only, with supervisory approval. The selectee must report to the official duty station each scheduled workday. Routine or recurring telework is not authorized.
- Virtual: This is not a virtual position.
Conditions of Employment

Qualifications
To qualify, applicants must meet all requirements by the closing date of this announcement (07/28/2026).
Time-in-Grade Requirement
- For a GS-11 position: Must have served 52 weeks at the GS-09 level.
- For a GS-12 position: Must have served 52 weeks at the GS-11 level.
- Current VBA employees outside the commuting area seeking reassignment or change to a lower grade must currently hold a GS-11 (or higher) position with promotion potential to at least GS-12.
Minimum Qualification Requirements
GS-11 Grade LevelSpecialized Experience: One year of specialized experience equivalent to the GS-09 level, including at least two of the following:
- Applying analytical and evaluative methods to issues or studies.
- Researching and applying regulations, policies, and precedents affecting work processes.
- Conducting detailed analysis of complex issues, functions, or processes using qualitative and quantitative techniques.
- Applying communication techniques to present plans and proposals convincingly.
Education Substitution: Ph.D. or equivalent doctoral degree, or 3 full years of progressively higher-level graduate education leading to such a degree (or LL.M., if related).
Combination: A combination of specialized experience and graduate education beyond two years may be used to qualify.
GS-12 Grade LevelSpecialized Experience: One year of specialized experience equivalent to the GS-11 level, including at least two of the following:
- Diagnosing organizational problems and identifying root causes.
- Building working relationships at all organizational levels.
- Developing, implementing, and articulating organizational mission, vision, and goals.
- Designing or assisting in the design of business processes, systems, technology, and job roles.
- Implementing plans, providing training, and measuring effectiveness of organizational operations.
- Applying communication techniques to present plans and proposals convincingly.
Education: No education substitution is available for the GS-12 grade level.
Additional Notes
- Transcripts must be submitted if qualifying based on education (unofficial transcripts are acceptable for application; official transcripts will be required if selected).
- Volunteer experience (paid or unpaid) may be credited if it builds relevant competencies.
- Part-time experience is credited on a pro-rated basis.
Physical Requirements
Work is performed in an office setting. Travel may be required for meetings, conferences, and training sessions.
