MANAGEMENT & PROGRAM ANALYST

Duties

• Serve as a Management and Program Analyst in the Ordnance Operations and Technical Support Department (N3/NA) of NMCLANT Yorktown, VA.
• Provide support for all aspects of ordnance/explosives operations.
• Provide program oversight for storage, receipt, issue, and segregation of ammunition retail.
• Conduct complicated studies associated with the tailored ordnance mission of each activity to ensure the highest level of operational readiness.
• Develop policies to ensure ordnance inventory standards are in compliance.
• Conduct analysis in the evaluation of operational risk associated with the hazards of handling and transporting explosives.
• Conduct risk analysis associated with the need for increased operational tempo, environmental concerns (extreme weather, personnel fatigue, equipment failure, etc.), and arming the warfighter.
• Manage multiple programs, including Safety and Health Protection.
• Prescribe methods to minimize risk to operations, personnel, property, equipment, and the environment.

Requirements

• Must be a U.S. Citizen.
• Must be determined suitable for federal employment.
• Must participate in the direct deposit pay program.
• New employees to the Department of the Navy will be required to successfully pass the E-Verify employment verification check.
• Within the Department of Defense (DoD), the appointment of retired military members within 180 days immediately following retirement date to a civilian position is subject to the provisions of 5 United States Code 3326.
• Males born after 12-31-59 must be registered for Selective Service.
• You will be required to obtain and maintain a current valid United States driver’s license.
• You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
• This position may require travel from normal duty station to CONUS and OCONUS, including remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
• You will be required to obtain and maintain a U.S. Passport.
• This position requires overtime and emergency overtime, and may require recall.
• The work is generally sedentary but may involve prolonged walking, climbing on ordnance stowage magazines during inspections, standing, bending, carrying light items, or driving an automobile.
• Personnel equipment and observance of safety regulations is required.

Qualifications

To qualify for the GS-12, your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-11 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must include:

• Developing and updating conventional ordnance and explosives handling qualifications and certification of standardized training plans.
• Providing continuous analyses, technical review, audit, and program oversight for the maintenance, upkeep, and procedural compliance of all command-wide SOPs associated with ordnance and industrial operations.
• Applying analytical, evaluative, and trend analyses methods and techniques in addressing explosives safety programs, industrial operations, resource allocation, controlling inventory, systems of inventory management, and workplace safety in support of regulatory compliance and improvement of efficiency and effectiveness of operations.
• Knowledge of the laws, regulations, policies, and precedents governing DoD, Navy explosives safety, and NAVOSH Programs within NMCLANT and its twenty subordinate commands to ensure regulatory compliance, safety of operations, and efficient execution of FOS and industrial processes.
• Qualitative and quantitative analysis of complex FOS operations issues, including logistics, transportation methods, explosives maintenance operations and processes, repair, storage handling, and efficiencies of operation and utilization, manipulation, and management of data contained within the Navy's Enterprise Safety Application Management Systems (ESAMS).
• Providing detailed analytical data and metrics for determining "end result" load plan requirements and storage configurations.
• Coordinating explosives safety program managerial support during higher-level inspections and audits such as NOSSA Explosives Safety Inspections (ESIs) and Navy Supply Command's Ammunition Management and Accountability Review (AMAR).

To qualify for the GS-11, your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-09 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must include:

• Developing and updating conventional ordnance and explosives handling qualifications and certification of standardized training plans.
• Applying analytical, evaluative, and trend analyses methods and techniques in addressing explosives safety programs, industrial operations, resource allocation, controlling inventory, systems of inventory management, and workplace safety in support of regulatory compliance and improvement of efficiency and effectiveness of operations.
• Knowledge of the laws, regulations, policies, and precedents governing DoD, Navy explosives safety, and NAVOSH Programs within NMCLANT and its twenty subordinate commands to ensure regulatory compliance, safety of operations, and efficient execution of FOS and industrial processes.
• Qualitative and quantitative analysis of complex FOS operations issues, including logistics, transportation methods, explosives maintenance operations and processes, repair, storage handling, and efficiencies of operation and utilization, manipulation, and management of data contained within the Navy's Enterprise Safety Application Management Systems (ESAMS).

GS-12: There is no education substitution for this series/grade combination.

GS-11: In lieu of specialized experience, you may qualify with the following education or combination of both education and experience:

• Successful completion of a Ph.D. or equivalent doctoral degree.
• Successful completion of three full years of progressively higher-level graduate education leading to such a degree.
• Possession of an LL.M., if related.

Pay

• GS-11: $75,788 to $98,530 per year.
• GS-12: $90,838 to $118,092 per year.
