About the role
The J8 Chief of Staff acts as the strategic advisor, communicator, and coordinator across the Capabilities and Resource Integration team at USSTRATCOM, Offutt AFB, NE. This position functions as the right-hand to the Director, focusing on strategic projects, aligning organizational strategy, and streamlining communication across multiple functional areas. The role varies depending on the specific situation and serves as a significant contributor in driving change and managing complex dynamics, bridging leadership gaps and ensuring priorities and key initiatives are well communicated and aligned with the Commander's broader objectives.
Duties
- Provides technical and/or administrative direction to one or more subordinates but occupies less than the required minimum of the position's time; or is not performing the full range of supervisory duties for subordinate employees (i.e., performance ratings and discipline).
- Participates fully with the Director/Commander and Deputy in planning, developing, advising, and directing unit operations and activities.
- Serves as principal advisor on all directorate policy and management matters.
- Provides authoritative analysis and insight into directorate initiatives, posture, and organizational structure to plan, direct, and oversee all administrative and resource activities.
- Leads and/or participates in high-level teams and high priority special studies, projects, initiatives, and assignments involving extensive research and fact finding to develop analyses, position and issue papers, and program improvements on a variety of subjects of critical importance to the command.
Qualifications
- U.S. Citizenship required.
- Required to handle and safeguard sensitive and/or classified information in accordance with regulations to reduce potential compromise.
- Position is designated special-sensitive and requires a TOP SECRET (TS) security clearance with eligibility for access to Sensitive Compartmented Information (SCI), other intelligence-related Special Sensitive information, or involvement in Top Secret Special Access Programs (SAP) to fully perform the duties and responsibilities of the position. A non-disclosure agreement must be signed. Employee must be able to obtain and maintain a Top-Secret w/SCI clearance.
- Employee needs to obtain and maintain approval to access the portfolio of Special Access Programs required to perform daily duties.
- This position is designated as a Testing Designated Position (TDP) under the Air Force Civilian Drug Testing Program. Illegal drug use by employees in sensitive positions present a clear threat to the mission of the Air Force, national security, and public safety. It is required that you (a) refrain from the use of illegal drugs and (b) if requested, submit to urinalysis testing.
Skills
- Expert knowledge of management planning policies, practices, regulations, and laws associated with the organization's structure, mission, functionality, capabilities, and limitations related to key staff level functions, practices, and procedures.
- Skill to apply a wide range of qualitative and/or quantitative methods for the assessment and improvement of command level functions and programs for conducting military operations and related administrative programs.
- Ability to demonstrate leadership and technical skills to identify developmental goals and objectives, develop comprehensive project plans and when necessary, direct ad hoc teams.
- Ability to exercise a high degree of rapid innovation and initiative and make independent and timely decisions for resolving program and resource challenges and sound policies and guidance.
- Ability to deliver high level written and oral products, to justify, defend, present, advocate, and/or advise on processes, actions, directives, and decisions impacting military operations.
- Ability to persuasively interact with other senior management personnel from all branches of the service, as well as government officials to negotiate major issues of importance.
