Management and Program Analyst

This position is located in the Department of Homeland Security, U.S. Immigration and Customs Enforcement, Office of Human Capital, in Irving, Texas. This is a non-bargaining unit, full-time permanent position.

About the role

The Business Management Unit (BMU), part of the ICE Office of Human Capital (OHC), provides essential administrative support, including budget management, property and space administration, and position management, to ensure ICE OHC operates efficiently and effectively.

Responsibilities

  • Present findings and recommendations to management and support the implementation of proposed solutions.
  • Apply knowledge of agency program goals, objectives, and milestones, as well as the relationships between agency programs and administrative support functions.
  • Assist in preparing recommendations for program adjustments and evaluate the impact of proposed changes on agency resources and operations.
  • Evaluate program accomplishments against established goals and objectives, assess compliance with agency policies and regulations, and provide recommendations to address gaps or inefficiencies.

Requirements

Qualifications

GS-07:

Must possess one of the following:

  • Experience: One year of specialized experience at the GS-05 grade level or equivalent performing at least 2 out of 4 of these duties:
    • Assisting in the review of study findings and recommendations to ensure they are supported by basic analysis and presented in a clear and actionable format.
    • Helping to prepare findings and recommendations for management and supporting the implementation of proposed solutions.
    • Working with team members and stakeholders on projects requiring input from different parts of the organization.
    • Supporting senior analysts on routine studies involving straightforward issues and standard analytical methods.
  • Education: Successful completion of one year of full-time graduate-level education at an accredited college or university, demonstrating the necessary knowledge, skills, and abilities.
  • Superior Academic Achievement: Successful completion of a bachelor’s degree from an accredited college or university with eligibility for superior academic achievement based on:
    • Class standing in the upper third of the graduating class.
    • Election to membership in a national scholastic honor society.
    • Grade-point average of 3.0 or higher (out of 4.0) based on the official transcript or final 2 years of the curriculum.
    • Grade-point average of 3.5 or higher (out of 4.0) in the major field or during the final 2 years of the curriculum.
  • Combination of Education and Experience: A combination of graduate education and experience as described above, totaling at least 100% of the requirement.

GS-09:

Must possess one of the following:

  • Experience: One year of specialized experience at the GS-07 grade level or equivalent performing at least 2 out of 4 of these duties:
    • Applying basic understanding of analytical techniques and familiarity with administrative laws, policies, regulations, and precedents applicable to public programs.
    • Using qualitative and quantitative methods under close supervision to gather and organize data, identify trends, and prepare preliminary recommendations for improving program efficiency and effectiveness.
    • Contributing to program evaluation efforts by assisting in identifying performance indicators, gathering data, and applying basic statistical techniques.
    • Providing entry-level support in conducting analytical studies and evaluations to assess the effectiveness of agency programs, operations, and management processes.
  • Education: A master’s or equivalent graduate degree, or two full years of progressively higher-level graduate education leading to such a degree, or an LL.B. or J.D. degree, if related.
  • Combination of Education and Experience: Combinations of successfully completed graduate education (beyond the first full year) and experience, totaling at least 100% of the requirement.

Pay

The salary range reflects the lowest and highest potential salaries for this position, based on the applicable locality pay for the selected duty location. General Schedule locality pay tables may be found under Salaries & Wages.
