About the role

The Management Analyst provides management support and serves as a liaison between assigned County departments, County Administrative Office, and the Solano County Board of Supervisors. The Analyst reviews and analyzes budget requests, expenditures, agenda items, contracts, and other items requiring approval or concurrence by County Administrative Office or Board of Supervisors. They also monitor programmatic, personnel, and fiscal activities of assigned County departments and provide consultation on a broad range of issues.

Responsibilities

  • Reviews and analyzes budget requests, expenditures, agenda items, contracts, and other items requiring approval or concurrence by County Administrative Office or Board of Supervisors.
  • Makes recommendations for reorganizations, funding, and positions necessary to conduct departmental functions.
  • Monitors programmatic, personnel, and fiscal activities of assigned County departments.
  • Provides consultation to departments and information to the Board and County management team on a broad range of issues.

Requirements

This position reports to the Assistant County Administrator and works in a team environment with other analysts and the budget officer to produce budgets, agenda reports, and policy reports for the County. The Analyst must manage multiple priorities in a fast-paced environment and continuously evolving government operation.

  • Experience in management, policy, and fiscal matters with county-level, agency-wide, and intergovernmental impact.
  • Experience leading a team of analysts and support staff.
  • Experience developing, analyzing, and monitoring the agency budget and fiscal matters.
  • Strong technical skills and the ability to identify challenges and conceive of analytical strategies to work towards solutions.
  • Strategic thinking and planning with a vision balanced with realism.
  • Outstanding written and oral communication skills.
  • Honesty, integrity, diplomacy, patience, a strong work ethic, and a sense of humor.

Skills

The ideal candidate should demonstrate experience in the following areas:

Benefits

The Management Analyst series consists of four management level classes used exclusively in the County Administrator’s Office, with the principal being the highest level within the series. This is an at-will position, exempt from civil service and serves at the discretion of the appointing authority.

Pay

The starting salary range for the Management Analyst (Senior) is $127,522.32 - $155,004.24/yearly, while the starting salary range for the Management Analyst (Principal) is $154,797.84 - $188,157.72/yearly.
