About the role
The Management Analyst (Program Analyst) GS-11 position is responsible for providing qualitative and quantitative assessments of Division operations, strategic planning, and assisting in the implementation of organizational changes. They also communicate relevant information to resolve issues and develop solutions, liaise between various stakeholders, and track progress towards organizational goals.
Responsibilities
- Conducts analyses of reports and processes, gathers information, and consolidates into reports.
- Makes recommendations to management for process and procedure improvements based on analytical results.
- Communicates with supervisors, VSCM, Director's Office, VA Central Office Business lines, and other stakeholders to resolve issues and develop solutions.
- Prepares memorandums, letters, service center bulletins, and other written communications incorporating analysis, trends, and findings.
- Liaises between the VSCM and VA Central Office Business lines, and other stakeholders.
- Develops strategies with contingency plans to implement the organization's goals.
- Tracks Division progress and trends with respect to goals and facilitates work or program reviews to improve division results.
Requirements
This position requires a U.S. Citizenship and does not offer promotion potential. The full performance level is GS-11. The work schedule is Monday - Friday, 8:00 am - 4:30 pm, with situational (ad hoc) telework eligibility. The position is not virtual.
Qualifications
- Specialized experience: Conducting analyses of reports and processes; gathering information and consolidating into reports; and making recommendations to management for improvement on processes and procedures based on analytical results.
- Education substitution: Possession of a Ph.D. or equivalent doctoral degree or successful completion of three (3) years of progressively higher-level graduate education leading to such a degree or a LL.M., if related, and obtained in an accredited college or university.
- Combination of education and experience: Equivalent combinations of (1) specialized experience and (2) Ph.D. graduate education.
