About the role

You will serve as a MANAGEMENT ANALYST in the MECHANICAL SHOP, PRODUCTION RESOURCES DEPARTMENT of PORTSMOUTH NAVAL SHIPYARD. Duties include performing as an analyst responsible for evaluating workload projections, determining staffing requirements, forecasting long-range resource needs, and developing strategies to address fluctuations in labor demand and availability.

Responsibilities

  • Interpret administrative policies, assess the resource implications of operational decisions, and develop alternative courses of action when resource shortages, skill gaps, or staffing conflicts arise.
  • Work under broad administrative direction and is relied upon for authoritative analytical assessments, independent planning, and the ability to foresee, evaluate, and resolve complex resource related issues.
  • Serve as the primary administrative and analytical specialist responsible for ensuring the department’s personnel, skill mix, qualifications, and equipment assets are properly aligned to meet all ongoing and forecasted work requirements.

Requirements

  • Must be a US Citizen.
  • Must be determined suitable for federal employment.
  • Must participate in the direct deposit pay program.
  • New employees to the Department of the Navy will be required to successfully pass the E-Verify employment verification check.
  • Within the Department of Defense (DoD), the appointment of retired military members within 180 days immediately following retirement date to a civilian position is subject to the provisions of 5 United States Code 3326.
  • Males born after 12-31-59 must be registered for Selective Service.
  • Must obtain and maintain an interim and/or final security clearance prior to entrance on duty.
  • May be required to wear personal protective equipment such as helmets, gloves, coveralls, glasses, goggles, respirators and safety shoes continuously for the duration of the work shift.
  • May be required to travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites.
  • May be required to travel on military and commercial aircraft for extended periods of time.
  • May be required to work an uncommon tour, including nights, weekends, and holidays to meet mission requirements.
  • Overtime or night differential pay and/or unusual duty hours may be required.

Qualifications

  • At least one year of specialized experience at or equivalent to the GS-11 grade level or pay band in the Federal service or equivalent experience in the private or public sector.
  • Experience executing the weekly allocation and assignment of all departmental personnel to specific work requirements.
  • Experience balancing competing demands including project milestones, training requirements, employee availability, and labor-union agreements to ensure equitable and effective workload distribution.
  • Experience conducting comprehensive resource planning, analyzing department workload requirements against available personnel, skills, and equipment assets.
  • Experience evaluating staffing needs, reviews long-range workload forecasts, and coordinates with Human Resources to execute recruitment and selection actions.
  • Experience overseeing employee training, ensuring personnel attend mandatory training, obtain required certifications, maintain medical qualifications, and receive appropriate on-the-job training to perform work safely and effectively.

Pay

The pay range for this position is between $71,774 and $120,544 per year.

Schedule

The schedule for this position is typically Monday through Friday, with occasional overtime or night shifts as needed to meet mission requirements.
