This position is being recruited under 10 USC 1599f into the Cyber Excepted Service and does not convey eligibility to be converted to the Competitive Service. It is identified as necessary to carry out and support the mission of the US Cyber Command, within the Professional Work Category at the Entry/Developmental Work Level of the CES Occupational Structure, located in the DISA-Transport Services Directorate (IE311).

Duties

  • Studies and recommends improvements to management procedures, systems, policies, and regulations.
  • Applies evaluative techniques to study the efficiency and effectiveness of overall management operations.
  • Analyzes project content, resource expenditures, and risk assessment data to assess the project’s ability to meet stated and desired objectives.
  • Participates in special studies and working groups with program managers, planners, and other officials.

Requirements

  • Must be a U.S. Citizen.
  • Males born after 12-31-59 must be registered or exempt from Selective Service.
  • This national security position requires a favorable suitability review and security clearance as a condition of employment. Failure to maintain security eligibility may result in termination.
  • In accordance with the DoD 8140 policy series, the position requires completing Foundational Qualifications in 9 months and Residential Qualification requirements overall in 12 months.
  • This is a drug-testing position.

Qualifications

To qualify for this position, you must meet the requirements described below. Education must be accredited by an accrediting institution recognized by the U.S. Department of Education.

  • Qualifying Experience: To qualify at the GG-09 level, your resume must describe at least one year of experience demonstrating the competencies necessary for immediate success. Experience includes analyzing work processes, gathering operational data, and assisting with administrative program evaluations. Candidates must describe how they meet the qualifying experience within the body of their resume.
  • Education Substitution: Two full years of progressively higher-level graduate education, a Master’s, or equivalent graduate degree may substitute for the qualifying experience. Transcripts must be submitted at the time of application. Education must be obtained from an accredited institution recognized by the U.S. Department of Education.
  • Foreign Education: If using education completed in foreign colleges or universities, you must show that credentials have been evaluated by the National Association of Credential Evaluation Services at the time of application.

All qualifications must be met within 30 days after the closing date of this announcement.

Additional Information

  • This position is in the Excepted Service and does not convey eligibility for conversion to the Competitive Service.
  • A three-year trial period may be required if you have not previously completed a trial or probationary period in the excepted or competitive service.
  • This recruitment provides promotion opportunity to a target position without further competition when eligible and recommended by management, though promotion is not guaranteed.
  • Telework availability is based on mission requirements and supervisory determination.
  • Moving costs and recruitment, relocation, or retention incentives may be authorized.
  • This position is covered under DoD Manual 8140 and subject to future Cyber Workforce requirements.
  • Veterans’ Preference will be applied to preference-eligible candidates in accordance with DoD Instruction 1400.25, Volume 3005.
  • Priority Placement Program (PPP) and Military Spouse Preference (MSP) eligible candidates will receive priority consideration.
