MANAGEMENT ANALYST

This position is open exclusively to current Air Force Sustainment Center (AFSC) federal employees. Applicants must submit their most recent SF50 to verify eligibility.

About the role

The primary purpose of this position is to serve as a Human Resources Liaison (HRL) project lead/manager responsible for conducting organizational and HR process related studies and analysis of organizations, functions, and work processes to improve mission effectiveness, resource allocation and efficiency, functions, and work processes. You will provide management consultant capabilities to improve matters of mission effectiveness, resource efficiency, and resource savings. Project lead/manager duties will cross-utilize other functional areas involving other staff as dictated by the size and scope of the project/study.

Provides management consultant services on civilian personnel functions, civilian position management, recruiting techniques, classification, pay, etc. for assigned organizations; initiates, reviews, coordinates, and monitors Requests for Personnel Actions (RPAs) submitted from assigned unit and/or subordinate units. Utilizes independent judgment and expertise to provide senior leadership, commanders, managers, supervisors, and civilian employees with recommendations to improve support and management oversight for serviced organizations on the most effective and efficient management of manpower and personnel.

Responsibilities

• Conduct organizational and HR process related studies and analysis to improve mission effectiveness, resource allocation, and efficiency.
• Provide management consultant services on civilian personnel functions, including position management, recruiting, classification, and pay.
• Initiate, review, coordinate, and monitor Requests for Personnel Actions (RPAs) from assigned units.
• Offer recommendations to senior leadership and managers to enhance manpower and personnel management.
• Lead and manage groups or individuals to resolve complex organizational issues using lean concepts.
• Interpret and apply complex DOD, USAF, AFMC, and AFSC regulations, methods, and policies.

Requirements

• Must be able to obtain and maintain the required security clearance for the position.
• May be required to travel away from the normal duty station on military or commercial aircraft in accordance with the Joint Travel Regulations (JTR) for training or mission accomplishment.
• May be required to work extended or other than normal duty hours.
• Must safeguard personal data controlled by the Privacy Act of 1974.

Qualifications

• Extensive knowledge and skill in applying analytical and evaluative techniques for identifying, considering, and resolving issues related to efficiency and effectiveness of programs or strategic sourcing.
• Mastery of overall missions, functions, and organization of the agency or component, with the ability to evaluate current organizational strategies and performance.
• Extensive knowledge of organizational concepts, principles, and practices related to performance-based logistics, acquisition, supply maintenance, procurement, manufacturing, strategic sourcing, and other support areas.
• Ability to communicate effectively, both orally and in writing, and maintain good working relations with individuals and organizations.
• Ability to lead and manage groups or individuals to resolve difficult problems or situations, with an understanding of lean concepts in problem resolution.
• Skill in interpreting and applying complex DOD, USAF, AFMC, and AFSC regulations, methods, and policies, as well as developing new methods and procedures as required.

Pay

Salary Range: $89,508 - $138,370 yearly (with locality).
