About the role
The General Maintenance Worker (Maintenance 3) is responsible for performing skilled maintenance, repair, and upkeep of Rockford Park District facilities, buildings, and equipment. This position requires a broad range of technical abilities and the capacity to work independently on a variety of maintenance tasks.
Responsibilities
- Ensure all work performed is conducted in a safe and timely manner adhering to standards of cleanliness and effective equipment utilization.
- Operate hand and power tools safely and in accordance with established safety procedures.
- Maintain accurate records of work performed, materials used, and time spent on assignments using the District’s Computer Maintenance Management System (CMMS).
- Comply with OSHA regulations and all district safety policies and procedures.
- Use personal protective equipment (PPE) as required for each task.
- Ensure all electrical and HVAC work adheres to applicable safety standards, building codes, and environmental regulations.
- Inspect completed work to ensure quality and conformance to applicable codes and regulations.
- Maintains a working knowledge of department safety procedures; attends safety training programs and educational in-service trainings as required.
- Perform general building and facility maintenance including interior and exterior repairs.
- Minor kitchen equipment repair; ice machines, reach-in coolers/freezers, stoves etc.
- Install, route, terminate, and label low-voltage cabling including Cat5e/Cat6 network cable, coaxial cable, and other structured wiring in support of IT equipment and building systems.
- Conduct routine inspections of facilities and report deficiencies to supervisory staff.
- Respond to emergency maintenance requests in a timely and efficient manner.

- Develops and maintains internal communication structures and cross-team workflows that promote transparency, information sharing, and coordinated responses to operational needs.
- Serves as a knowledgeable resource for maintenance operations, safety, and facility stewardship.
- Collaborates with contractors, vendors, and service providers for repairs or projects beyond in-house capabilities, ensuring work meets District standards and regulatory requirements.
- Builds and maintains strong working relationships with intergovernmental agencies, community partners, and other stakeholders to support joint initiatives, shared services, and cooperative operational efforts.
- Responds to citizen inquiries, service improvement requests, and community concerns in a timely, professional, and service-oriented manner.
- Adjusts work schedules and priorities as necessary to meet operational demands, support teams during peak periods, and ensure continuity of essential services.
- Install, maintain, and repair electrical systems and components rated up to 120V, including outlets, switches, lighting fixtures, and related low-voltage wiring.
- Use a multimeter to test voltage, continuity, and resistance in electrical circuits and components as part of daily troubleshooting and repair duties.
- Inspect control panels and electrical wiring to identify faults, worn components, or potential safety hazards; repair or escalate to a licensed electrician as appropriate.
- Repair and replace electrical motors, water pumps, sump pumps, and other mechanical equipment to ensure continuous facility operation.
- Perform preventive and corrective maintenance on HVAC systems including cleaning coils and filters, lubricating moving parts, checking refrigerant levels, and inspecting ductwork for leaks.
- Inspect, calibrate, and replace thermostats, programmable controls, and building automation system (BAS) sensors to maintain proper climate control and energy efficiency.
- Perform water treatment checks and preventive maintenance on boilers, cooling towers, and circulating water systems; monitor and record chemistry levels including pH, alkalinity, and conductivity.
- Inspect and service air handling units (AHUs), exhaust fans, ventilation equipment, and associated ductwork to ensure proper airflow and indoor air quality.
- Identify energy efficiency opportunities and assist with upgrades such as LED lighting retrofits, smart thermostat installations, and duct sealing.
- Perform general maintenance on structural and mechanical systems to include repairing, remodeling, and replacement.
- Provide quality customer service to all patrons, guests, and other District employees.
- Ensure a superior customer experience in all interactions through outstanding service capabilities, knowledge, flexibility, and thoroughness.
- Communicate maintenance findings, repair needs, and system recommendations clearly to supervisors and facility users.
- Quickly and effectively solve customer problems that ensure total satisfaction.
Requirements
- High school diploma or equivalent (GED) required.
- Minimum of 2–3 years of experience in general building maintenance, facilities management, or a related skilled trade.
- Equivalent combinations of education, training, and experience will be considered.
- Preferred: Trade certification or vocational training in electrical, HVAC, or a related field.
- Experience working in a parks, recreation, or government facility environment.

Qualifications
- Working knowledge of electrical systems;
- Ability to safely perform repairs on low-voltage circuits up to 120V;
- Knowledge of low-voltage cabling standards and practices including installation, termination, and labeling of Cat5e/Cat6 network cable and coaxial cable for IT and building systems;
- Proficient in the use of a multimeter for testing voltage, continuity, and resistance in daily electrical troubleshooting;
- General understanding of HVAC systems including filters, coils, refrigerant systems, thermostats, air handling units, and building automation controls;
- Familiarity with boiler, cooling tower, and circulating water system maintenance and basic water chemistry testing;
- Knowledge of energy efficiency practices including LED retrofits, smart controls, and duct sealing;
- Proficiency with standard hand tools, power tools, and maintenance equipment;
- Strong attention to detail and commitment to quality workmanship;
- Strong communication skills – oral, written, and interpersonal;
- Ability to work independently as well as collaboratively as part of a team;
- Commitment to safe work practices and adherence to OSHA regulations, building codes, and district safety policies;
- Computer Maintenance Management System (CMMS) experience preferred;
- Familiarity with building automation systems (BAS) and energy management systems a plus;
- EPA Section 608 certification preferred; or willingness to obtain.
Skills
- Ability to lift and carry up to 50 pounds regularly;
- Occasional lifting of up to 75 pounds with assistance;
- Stand, walk, bend, kneel, climb, and work in confined or elevated spaces for extended periods;
- Manual dexterity required to operate tools and perform detailed repair work;
- Ability to work outdoors in varying weather conditions.
