General Job Description

Under occasional supervision, supervises the activities of subordinates and sub-contractors in the maintenance and repair/replacement of County buildings in the specific area of expertise such as construction, electrical systems, HVAC systems, etc. Plans work schedules and monitors records of work orders.

  • Has thorough knowledge of the methods, practices, and procedures of general maintenance and repair as they pertain to the specific duties of the position.
  • Knows of industry standards and codes and is able to implement such into the daily completion of projects.
  • Has the mathematical ability to handle required calculations.
  • Has the ability to complete daily activities within assigned time frames.
  • Able to follow oral and written instructions in order to complete required tasks.
  • Knowledgeable in the methods and materials used in the Department.
  • Knowledgeable in the use of equipment, machines, tools, and toxic agents.
  • Able to perform required duties and responsibilities in adverse weather conditions such as heat, cold, wetness, and humidity; and in presence of potentially dangerous dusts, odors, toxic agents, noise, smoke, explosives, and electrical currents.
  • Possesses comprehensive knowledge of trade terminology and principles.
  • Able to apply common sense understanding to perform tasks in a safe, effective, and timely manner.
  • Able to use independent judgment in routine and sometimes non-routine situations.
  • Able to utilize supervisory techniques in overseeing and directing activities of subordinates.
  • Able to offer training assistance to co-workers and employees of other departments as required.
  • Able to offer instruction and advice to subordinates regarding departmental policies, methods and regulations.
  • Knowledge of trade terminology and various professional languages used within the department.
  • Ability to maintain effective relationships with personnel of other departments, professionals and members of the public through contact and cooperation.
  • Ability to react calmly and quickly in emergency situations.
  • Able to learn and utilize new skills and information to improve job performance and efficiency.
  • Directs and oversees the maintenance activities of subordinates and contractors in the maintenance and repair of County buildings in the specific area of expertise such as construction, electrical systems, HVAC systems, etc.
  • Performs such supervisory duties as instructing; assigning, reviewing, and planning work of others; maintaining standards; coordinating activities; and acting on employee problems.
  • May assist in selecting new employees and may recommend transfers, promotions, disciplinary actions and discharges.
  • Works with Architects, Engineers, Authorities Having Jurisdiction, to assemble all required construction documents and permits.
  • Ensures that owner supplied equipment and materials are available for completion of jobs.
  • Requisitions equipment and materials as needed.

Duties

  • Maintain records of work orders, contracts, change orders, site visits, RFI’s, and other project documentation.
  • Inspects jobs in progress for quality, safety, and adherence to established schedules and guidelines.
  • Receives, reviews, processes, files and/or submits a variety of documents and reports including equipment maintenance reports, progress reports, costs, purchase orders, daily logs, mileage sheets, blueprints, monthly reports, applications for payment, etc.
  • Utilizes an assortment of types of machinery and equipment in the performance of daily tasks including vehicles, power tools, carpenter’s/electrician’s/plumbing tools, back hoes, bob cats, dump trucks, voltage meters, leak detectors, torches, vacuum pumps, etc.
  • Exercises care and safety in the use of equipment and tools required to complete assigned tasks.
  • May be required to respond to emergency calls.

Interactions and Communications

  • Interacts and communicates with various groups and individuals such as supervisors, County department heads and employees, sales representatives, contractors, etc.

Position Minimum Requirements

Requires High school diploma and three to five years of practical training and experience in contract management, supervising general construction/maintenance and repair activities; or any equivalent combination of training and experience which provides the required skills, knowledge and abilities. PMI certification a plus but not required. This position is not eligible for benefits.
