Responsibilities
- Develop and execute the preventative maintenance (PM) schedule for all DLA facilities under the contract.
- Prioritize and assign maintenance requests and work orders to maintenance technicians and subcontractors.
- Ensure zero-lapse continuity of maintenance coverage; maintain the minimum staffing floor of four (4) on-site maintenance technicians at all times.
- Provide daily supervision of all maintenance staff, including the Production Control Clerk (PCC), Lead Maintenance Technician, and maintenance technicians.
- Ensure no key position (PM, PCC, or Lead Maintenance Technician) remains unfilled for more than five (5) consecutive workdays without written COR/KO approval.
- Ensure all personnel have the required base access, badging, and credentials for NBSD and NASNI in accordance with the facility access SOP (SOW Attachment 2).
- Review completed work for quality and compliance with contract performance standards and acceptable quality levels (AQL).
- Develop and maintain the Contractor Quality Control Plan (QCP); submit prior to commencement of on-site work; update to reflect on any personnel changes or subcontractor additions.
- Develop and maintain the Cost Control Plan (CCP) to track, verify, and control materials and equipment costs.
- Evaluate each subcontractor on performance; ensure all subcontractor performance meets contract requirements.
- Serve as the single point of contact for the COR and Contracting Officer on all functional, technical, and contract-related matters.
- Carefully coordinate with Government representatives on safety, environmental compliance, and audit-readiness matters.
- Maintain secure communications with DLA systems via CAC and DLA email for all official taskings and Government correspondence.
- Provide the Contracting Officer with the contractor’s CPARS Point of Contact (POC) name and contact information within 30 days of contract award.
- Attend two (2) coordination meetings during the phase-in period, including an orientation and on-site tour of facilities.
- Lead all phase-in activities during the minimum one (1) month phase-in period between contract award and start of performance.
- Submit a comprehensive staffing plan demonstrating full staffing on day one of the performance period, including scheduling for security checks, badging, clearances, and certifications.
- Submit all required pre-performance submittals including: Quality Control Plan, Accident Prevention Plan, Activity Hazard Analyses, and Management Plan.
- Assess, solicit, propose, and negotiate service requests to maintain required Government response times.
- Ensure all service requests are assessed, evaluated, and proposed consistent with contract terms; provide required supporting documentation with all invoices and vouchers.
- Notify the Government when line-item funding is low or insufficient to complete work; the PM must not authorize work beyond available funding without CO approval.
- Manage punch lists and oversee completion of corrective work.
Qualifications
- Minimum five (5) years of facility or equipment maintenance management experience.
- DoD Common Access Card (CAC): Must possess an active DoD CAC at time of contract start and maintain it throughout the period of performance.
- DLA Email Account: Must possess or be eligible to obtain a DLA-issued email account to support official communications, access secure systems, and receive Government taskings.
- Availability: Must be on-site or immediately available during all DLA operating hours.
