Job Summary
Serve as a senior IBM Mainframe developer supporting the Unemployment Insurance modernization initiatives.
Responsibilities
- Lead the integration of Data Exchange System with existing legacy mainframe systems.
- Perform full SDLC activities: requirements gathering, analysis, design, development, testing, deployment, and ongoing support.
- Enhance, maintain, and modernize large, mission-critical COBOL/Natural/JCL applications in a state government enterprise environment.
- Develop new mainframe functionality based on evolving business and regulatory requirements.
- Support, troubleshoot, and resolve production issues, performing impact analysis as needed.
- Design, build, and optimize DB2 database solutions; modify batch jobs, online screens, and database structures.
- Integrate legacy systems with modern technologies using SOAP/REST APIs, XML, and JSON.
- Implement and support authentication solutions using LDAP, SAML, OIDC, or similar technologies.
- Ensure compliance with security and privacy requirements, including handling of PII in government systems.
- Document technical specifications and create system/process documentation.
- Collaborate with business analysts, testers, and other stakeholders to ensure successful project delivery and system stability.
Requirements
- Bachelor's degree in Computer Science, Information Systems, or related field.
- Minimum 5 years of experience as a Mainframe Developer/Programmer Analyst.
- Proven experience in COBOL, Natural, JCL, and DB2.
- Experience with XML, JSON, and RESTful services.
- Strong understanding of data exchange protocols and API design.
- Knowledge of LDAP, SAML, OIDC, or similar identity management technologies.
- Experience with security best practices and compliance standards.
