About the role

The Wisconsin Department of Corrections is seeking a technically driven, self-motivated, and collaborative OnBase Business Analyst to join their Bureau of Technology Management (BTM) - Content Solutions team. The ideal candidate will serve as the primary conduit between key business stakeholders and technical developers, translating complex business workflows into detailed functional specifications for OnBase Administrators.

Responsibilities

  • Facilitate requirement-gathering workshops, interviews, and storyboarding sessions to identify business objectives, functionality gaps, and business process.
  • Provide system analysis to identify integrations and assess impact to existing processes and functions across teams.
  • Aid the project manager in creating a work breakdown structure from requirements, entering and managing tasks in Jira, and taking notes during meetings.
  • Act as the main communication channel linking operational teams, subject matter experts, and development teams.
  • Translate business requirements into User Acceptance Testing (UAT) criteria, execute test plans, and validate system fixes.
  • Collaborate with developers and ensure ADA compliance throughout the UAT/QA process.
  • Oversee the entire Software Development Life Cycle (SDLC) from system specification preparation to final deployment and end-user training.
  • Lead software demonstrations or training sessions, draft user-facing documentation and knowledge articles, create how-to videos, and assist with customer support (policy/process/how-to questions).

Requirements

  • At least 8 years of Business Analyst experience with hands-on involvement in Software Development Life Cycle (SDLC).
  • Minimum 2-3 years of experience with Hyland OnBase, including knowledge of document type groups, document types, document retrieval, and Unity Client.
  • Strong understanding of security group management, document indexing, and autofill keyword sets.
  • Self-starter with a sense of urgency and excellent written and oral communication skills.
  • Experience with Hyland OnBase modules such as Workflow, WorkView, Document Composition, ShareBase, Unity forms, Image forms, Docusign, and Topaz signature integrations.
  • Certifications related to BA, ADA, and/or Hyland OnBase.

Qualifications

  • Must reside in the State of Wisconsin or relocate at their own expense within 30-60 days of hire.
  • Works remotely but may be called into the office at any time for special business meetings or at the request of their DOC supervisor.
  • Recognizes the importance of a work-life-balance and requires contractors to take time off outside of nine State holidays, which amounts to approximately 2 weeks each fiscal year and is unpaid by DOC.
