About the role
Under direct supervision in a state department, agency, data center, institution, or state college, assists in at least one of the following areas:
- the design and preparation of least complex operation routines and computer programs for electronic data processing equipment utilizing required and current software, operating systems, and multiprogramming technology;
- the control and/or implementation/maintenance of highly technical operating systems associated with new generations of computers to function toward optimum utilization of available hardware/software using comprehensive knowledge of the operating system function;
- the development, implementation, and maintenance of multi-network, multi-user Local Area Networks (LAN), Metropolitan Area Networks (MAN), and/or Wide Area Networks (WAN), maintenance of centralized, decentralized and remote network services, network security, data integrity, network performance monitoring, network problems resolution, and user support.
Specific to this position: Liaison between Office of Record Access (ORA), Division of Information Technology (DOIT), and Department sub-units in the creation, enhancement, and functionality of department systems as well as the development of online applications and their ability to respond to records/informational needs to ensure compliance with Open Public Records Act (OPRA) and other record-related statutory requirements. As liaison, supports the maintenance and development of the Department's OPRA Tracking System (OPRATS), online OPRA portal, and Bureau internal/external websites and provides general IT support to the Bureau. Oversees the review and processing of Department's Program's electronic records (scans) received from Treasury or outside vendors into NJEMS and/or Highview Imaging System.
Responsibilities
- Design and prepare least complex operation routines and computer programs using current software, operating systems, and multiprogramming technology.
- Control, implement, or maintain technical operating systems to optimize hardware/software utilization.
- Develop, implement, and maintain multi-network, multi-user LAN, MAN, and/or WAN environments, including network security, data integrity, performance monitoring, and user support.
- Serve as liaison between ORA, DOIT, and Department sub-units to enhance department systems and online applications for OPRA compliance.
- Maintain and develop the Department's OPRA Tracking System (OPRATS), online OPRA portal, and Bureau websites.
- Provide general IT support to the Bureau.
- Oversee the review and processing of electronic records into NJEMS and/or Highview Imaging System.
Requirements
Education: Graduation from an accredited college or university with an Associate degree in Computer Science or Computer/Information Technology.
Experience: One (1) year of experience in at least one of the following areas:
- Design and preparation of programs for electronic data processing utilizing current operating systems, modification of systems software, and multiprogramming technology;
- Development, maintenance, or installation of application programs;
- Technical support functions within a direct access device environment, including resolution of online production and/or communications network problems, code modification, testing, debugging of program modules, and space allocation/control of direct access storage devices (DASD management);
- Development, implementation, and maintenance of multi-network, multi-user LAN, MAN, and/or WAN environments.
Substitution Notes:
- A Bachelor's or Master's degree in Computer Science may substitute for one (1) year of the required experience.
- A general Bachelor's degree from an accredited college or university may substitute for the Associate degree.
- Experience in work methods/processes analysis, data analysis, systems/programs design, multiprogramming computer systems operation, or data processing support may substitute for education on a year-for-year basis (30 semester hour credits = 1 year of experience).
- Formal training in Computer Science/Information Technology from an accredited institution may be evaluated for possible credit (16 training hours = 1 college credit). In-house training courses are not accepted.
All U.S. degrees and transcripts must be from an accredited institution. Foreign degrees must be evaluated for accreditation by a recognized service by the closing date of this posting.
Preferred Skills
Preference will be given to candidates with knowledge of the technical skills, understanding, and application of technologies required to design, manage, and maintain digital systems, hardware, and networks.

- Appointees may be required to possess a valid New Jersey driver's license if operating a vehicle is necessary for essential duties.
- Newly hired employees must establish and maintain principal residency in New Jersey within one year of employment, per the "New Jersey First Act."

Pay
$66,592.01 - $97,353.91 per year.
Schedule
35-hour work week.
