This is a Direct Hire Authority (DHA) solicitation for a permanent position with the U.S. Army Corps of Engineers, Mississippi Valley Division (MVD) - New Orleans District, located in New Orleans, LA.

About the Role

Serves as a Lock & Dam Operator at the IHNC Lock. Responsibilities include the safe operation of the structure during assigned shifts, serving as the principal point of contact with mariners, and explaining regulations to ensure safe passage. Acts as the responsible authority for security and complete installation operations in the absence of the lockmaster and mechanic. Prepares reports after investigating accidents or damage occurring during the shift.

Responsibilities

• Determine proper adjustment of gates to regulate water levels, prevent saltwater intrusion, and allow safe passage of marine traffic.
• Perform routine servicing, maintenance, and repairs on equipment and facilities; assist the lockmaster and/or mechanic with major installations and repairs.
• Operate a pick-up truck, tractor, and outboard motorboat as part of duties.
• Accurately input data into the Lock Performance Monitoring System (LPMS) without error.
• At the WY-05 level (developmental to WY-09):
  • Operate, under close supervision, electrically and/or hydraulically controlled lock or lock and dam gates, control valves, and associated equipment for safe passage of traffic and maintenance of pool levels.
  • Work as part of a two-person team during lockages, handling lines, securing towlines, and assisting with crane operations.
  • Perform seasonal duties such as grass cutting, trimming, gardening, snow shoveling, and janitorial tasks.
• At the WY-09 level (full performance):
  • Serve as the responsible authority for site installation operations during second, third, or swing shifts, or on leave days.
  • Operate lock or lock and dam gates, control valves, and other equipment for safe passage of traffic and maintenance of pool levels.
  • Direct other personnel in lockage operations and tasks requiring craft or trade skills.
  • Exercise primary authority over lock use, including issuing instructions to tow boat captains and setting precedence of entry.
  • Perform operational checks on machinery to prevent breakdowns and identify unsafe situations.
  • Perform seasonal and janitorial duties as required.

Requirements

• Ability to do the work of a Lock and Dam Operator without more than normal supervision.
• At the WY-05 level:
  • Demonstrate the ability to learn skills through on-the-job observation, training, and hands-on experience, including:
    • Judging proper location along the lock wall for securing craft.
    • Throwing, snubbing, and securing lines.
    • Judging water levels in the lock chamber for safe gate operation.
    • Operating water control valves to avoid undue turbulence.
    • Recognizing and removing debris that may damage machinery.
    • Checking the operational status of machinery and equipment.
    • Knowledge of sound and light signals for traffic communication.
• At the WY-09 level:
  • Demonstrate skills, knowledge, and abilities, including:
    • Knowledge of policies and procedures governing lock use and the ability to exercise authority tactfully.
    • Ability to direct others in lockage operations and tasks requiring craft or trade skills.
    • Judging proper location for securing craft and skill in handling lines.
    • Operating water control valves and gate controls safely.
    • Recognizing and removing debris that may damage machinery.
• Physical requirements:
  • Eye and hand coordination for operating controls and handling lines.
  • Standing, stooping, bending, and occasional lifting in excess of 50 pounds.
  • Stretching, working in cramped positions, and handling bulky equipment.
  • Continuous moderate to arduous physical effort.
• Must be a U.S. citizen.
• Male applicants born after December 31, 1959, must be registered with the Selective Service.
• Must pass a pre-employment drug screening and be subject to random testing thereafter.
• Must pass a pre-employment physical examination and annual examinations thereafter.
• Must possess or obtain and maintain a valid state driver’s license.
• May be required to obtain American Red Cross Standard First Aid, CPR, and/or AED certification.
• Must adhere to safe working procedures and use provided protective equipment.
• This position is mission essential and requires reporting to work during emergencies, including inclement weather.
• Temporary Duty (TDY) or business travel requirement of 25% of the time.
• Shift work required, including evenings, weekends, holidays, or special situations.
