About the role

This position exercises primary authority over use of a lock during shift operations by issuing instructions to tow boat captains and other craft operators, setting precedence of entry, and maintaining proper procedural operation. The incumbent serves alone or as the responsible lead of a two‑man crew responsible for making lockages, including handling bow or stern lines, walking lines to proper locations along the wall, snubbing lines to assist pilots in maneuvering craft into position, and securing lines on the wall. The operator also operates electrical, electronic, and/or hydraulic gate controls to open and/or close gates at one end of the lock chamber, removes debris or ice in the path of moving gates or in lock wall recesses, and performs continuing or special operational checks on machinery to avoid untimely or dangerous breakdowns.

Responsibilities

  • Issue instructions to tow boat captains and other craft operators and set precedence of entry.
  • Serve alone or as the responsible lead of a two‑man crew for lockages.
  • Handle bow or stern lines, walk lines to proper wall locations, snub lines to assist pilots, and secure lines on the wall.
  • Operate electrical, electronic, and/or hydraulic gate controls to open and close gates at one end of the lock chamber.
  • Remove debris or ice in the path of moving gates or in lock wall recesses to prevent equipment damage.
  • Perform continuing and/or special operational or functional checks on machinery to avoid breakdowns and identify unsafe situations.
  • Take remedial steps or report issues to a supervisor.
  • Personally perform, assist in, or direct journeyman or sub‑journeyman work accomplishment.

Requirements

  • Ability to operate lock and dam equipment where gates and valves are electrically or hydraulically controlled.
  • Ability to provide locking instructions to others and determine whether craft desiring lockage can be locked safely.
  • Ability to work without more than normal supervision.
  • Ability to interpret instructions and specifications.
  • Dexterity and safety awareness.
  • Knowledge of equipment assembly, installation, and repair.
  • Operation of equipment and machinery.
  • Technical practices (theoretical, precise, artistic).li>
  • Use of measuring instruments.
  • Meet suitability or fitness requirements via a completed background investigation.
  • Ability to alternate working hours on all shifts and weekends as required by site‑specific needs.
  • Subject to random drug testing under the Department of the Army Drug‑Free Federal Workplace Program.
  • Mission Essential position; not subject to administrative dismissal in emergencies.
  • Pre‑employment physical required.
  • May be required to hold a valid American Red Cross Standard First Aid card, CPR, and/or AED certification, wear a prescribed uniform, and possess a valid state driver’s license based on site‑specific requirements.
  • Must observe established safe working procedures and use mandatory protective clothing and/or equipment.
  • Complete refresher training to maintain certification.
  • May require travel up to 25% TDY.
  • Must be able to lift at least 50 lbs.
