Licensed Professional Mental Health Counselor (Program Manager) - Vet Center Director

About the role

This position is eligible for the Education Debt Reduction Program (EDRP), a student loan payment reimbursement program. You must meet specific eligibility requirements per VHA policy and submit your EDRP application within four months of appointment. Program Approval, award amount (up to $200,000) & eligibility period (one to five years) are determined by the VHA Education Loan Repayment Services program office after review of the EDRP application. Former EDRP participants are ineligible to apply.

Responsibilities

• Serves as a Licensed Professional Mental Health Counselor Program Manager, RCS Vet Center Director (VCD) and is responsible for the professional and administrative supervision and oversight of all readjustment counseling, outreach, referrals and follow-up care coordination services provided to eligible individuals within the designated Vet Center Service Area (VSA).
• Supervises both professional and nonprofessional staff including multi-disciplinary team of mental health professionals of various performance levels who work in multiple locations (Vet Centers, Vet Center Outstations and Community Access Points) and in communities distant from the Vet Center through planned outreach, often in conjunction with a Mobile Vet Center.
• Administers and coordinates service functions for the Vet Center, including fiscal, contractual, and operational obligations.
• Leads the coordination and briefing during meetings with Congressional representatives and their staff.
• Takes the lead in planning, establishing and implementing Vet Center policies and procedures, developing staff goals and objectives, monitoring, coordinating and evaluating the work of all Vet Center staff, including social workers, other Hybrid Title 38 Mental Health professionals, Title 5 Readjustment counselors, outreach workers and office Managers.
• Provides direct readjustment counseling services within and outside of the Vet Center to include in-person and virtual services.
• Performs other duties as assigned.

Requirements

• Work Schedule: Monday-Friday, 8:00 a.m.- 4:30 p.m. Some evenings and weekends required based on the needs of the Vet Center. Telework: Ad hoc Virtual: This is not a virtual position.

Qualifications

• Basic Requirements:
• Education: Hold a master's or doctoral degree in Clinical Mental Health Counseling, Clinical Rehabilitation Counseling, Clinical Mental Health Counseling and Clinical Rehabilitation Counseling, or a related field from a program accredited by the Council on Accreditation of Counseling and Related Educational Programs (CACREP).
• Licensure: Must hold a full, current, and unrestricted license to independently practice as a Licensed Professional Mental Health Counselor, which includes diagnosis and treatment.
• Experience, Education and Licensure: At least one year of progressively complex experience equivalent to the GS-12 grade level, demonstrating advanced practice skills and judgment, demonstrating progressively more professional competency.
• Knowledge, Skills, and Abilities: Ability to make judgments and decisions associated with program management, ability to monitor program outcomes using data-driven quality assurance process, ability to develop productivity standards appropriate to each service provided, ability to manage a wide range of programs which include the operation and management of key clinical, training or administrative programs.
