About the role
The Wyoming Game and Fish Department is seeking a Senior Accountant to join the license draw team in Cheyenne, WY. This position is part of the three-person license draw team. It handles all sportsperson requests for a refund or reservation of their license for the next year due to medical, military, death, or court orders.
Responsibilities
- Administer requests from hunters for a refund or reservation of their license for the next year due to medical, military, death, or court orders.
- These requests must be consistent with Commission regulation Chapter 44. Completed requests are submitted to the License Review Board for final decision.
- This position notifies the requestor of the Board’s decision, including mailing approved carryover issuance letters.
- Maintenance and audit of all License Review Board requests at year’s end.
- Issue all donated veteran, wheelchair bound, visually impaired, and life-threatening licenses issued under W.S. 23-1-705(k).
- Aid the Draw Supervisor in pre-draw and post-draw steps for all limited quota, super tag and preference point draws through the Electronic Licensing System in approximately 35 draws.
- Responsible for maintaining the physical inventory of all license booklets, permits, tags, and stamps.
- This duty includes maintaining an inventory of items that are sold/have monetary value.
- Responsible for the physical inventory of all regulations, applications, forms, supplies, etc. required by license selling agents for license issuance. These items do not have monetary value for resale.
- Manage the complete reconciliation process for funds received online for limited quota applications, super tags, and preference points. This involves the daily balancing and deposit of all funds associated with these programs.
- Serve as a backup to the Draw Supervisor.
- Work front license sales counter to assist the general public in issuing licenses, watercraft registrations, accepting limited quota draw applications, answering questions and disseminating information on complex State Statutes, Commission Regulations, and Department Policies, which includes managing a cash fund, making change, reconciling daily sales and reporting and the preparation of funds for deposit.
Qualifications
- PREFERENCES: Must have a valid driver's license.
- Knowledge: Knowledge of hunting and fishing laws and regulations and associated licensing requirements; Knowledge of license review board and license draw regulations and processes; Knowledge of accounting standards and processes, including internal controls, auditing requirements and fund accounting; Knowledge of the Electronic License Service (ELS) system.
- Skills: Skilled in oral and written communication for non-technical audiences; Able to convey complex information to customers in person, on the phone and by email; Skilled in computer applications including Microsoft Word and Excel, Google Docs, Google Sheets, Google Drive, Gmail, SQL and custom database systems; Able to prioritize work based on workload/seasonal fluctuations requiring a different emphasis on assigned tasks; Able to solve problems, work independently, prioritize multiple tasks and ask for help when needed; Able to work as a member of a team to ensure efficient and effective workflow; Able to document work processes and consistently follow documented processes; Able to efficiently research and resolve questions; Able to conduct daily cash balancing using ELS balancing reports.
Education
- MINIMUM QUALIFICATIONS: Bachelor's Degree (typically in Finance).
- Experience: 0-2 years of progressive work experience (typically in Finance) with acquired knowledge at the level of an Accountant OR Education & Experience Substitution: 3-5 years of progressive work experience (typically in Finance) with acquired knowledge at the level of an Accountant.
