About the role

The Legislative Policy Manager, Management Analyst 4 position within the Education Department is responsible for providing annual policy development and management, interagency project management, and legislative coordination.

Responsibilities

  • Monitor the legislative process, represent MDE at the legislature, and assist with assessing the impact of existing and proposed legislation.
  • Participate in developing, implementing, and coordinating the planning process efforts for legislative policy and budget initiatives on behalf of MDE.
  • Review and summarize legislative changes, develop presentations to explain legislative changes, and effectively respond to stakeholder and constituent questions about legislation.

Requirements

  • Three (3) years of experience legislative or government affairs experience in a state, tribal, federal, or local government.
  • A Doctorate degree may substitute for two years of experience; a Master's degree may substitute for 18 months of experience; a Bachelor's degree may substitute for one year of experience; and an Associate's degree may substitute for six months of experience.
  • Knowledge, skills, and experience in tracking legislation, monitoring government hearings, and conducting research on legislative proposals.
  • Experience creating policy with a team or independently.
  • Experience with public speaking.
  • Experience working in a team environment.
  • Excellent interpersonal and communication skills both oral and written.
  • Demonstrated ability to develop and maintain internal and external relationships.
  • Organizational skills and the ability to prioritize multiple projects simultaneously.
  • Demonstrated ability to interact with various levels of employees to articulate issues concisely and effectively.
  • Demonstrated ability to maintain confidentiality and discretion.

Qualifications

  • Knowledge of state policies, procedures, and practices in the areas of education.
  • Knowledge of communication strategies and practices sufficient to disseminate information to a wide audience.
  • Excellent human relations skills and demonstrated experience managing and building relationships with legislators and staff, education organizations, state agencies, and other interested parties.
  • Knowledge and experience in the development and formulation of statewide policy proposal packages.
  • Experience supporting issues related to educational equity.
  • Demonstrated ability to communicate complicated information effectively to a variety of audiences.
  • Demonstrated ability working and developing relationships with diverse groups in a respectful and inclusive manner.
  • Managing processes for developing, tracking, and seeking input on legislation.
  • Experience in legislative advocacy and developing hearing testimony and related materials.
  • Experience with aligning legislative initiatives with institutional priorities.
