About the role

The Office of Legal Services (OLS) sets standards of consistency, efficiency, and transparency for the managed health care marketplace. OLS provides legal and policy advice to the Director, Chief Deputy Director, Deputy Directors, and programs of the DMHC, and recommends and develops necessary and appropriate statutes and regulations to administer the Knox-Keene Act. The incumbent will perform sensitive and complex legal work for the DMHC, with an emphasis on regulations, working with broad discretion and independence. The role requires expertise in administering and interpreting the Knox-Keene Health Care Service Plan Act of 1975 to ensure DMHC compliance with relevant California law.

Responsibilities

• Provide legal and policy advice to DMHC leadership and programs.
• Recommend and develop statutes and regulations to administer the Knox-Keene Act.
• Analyze the Knox-Keene Act and ensure DMHC fulfills its regulatory functions.
• Interpret health care laws and regulations to ensure compliance with California law.
• Work independently on complex legal matters related to managed health care.

Requirements

• Active membership in the California State Bar (required prior to hire).
• Background investigation clearance (required prior to hire).
• California residency required for telework eligibility.

Qualifications

The position requires demonstrated knowledge and experience in:

• Legal functions necessary to administer statutes and regulations under the Knox-Keene Act.
• Interpreting health care laws to ensure compliance with California law.

Desirable Qualifications

• Experience in managed care models.
• Coursework and/or training in managed care models or health care law.
• Experience researching and applying health care laws, regulations, and policies.
• Experience with California administrative law consistent with the Administrative Procedures Act.
• Ability to prioritize workload and manage multiple projects under short-term deadlines.
• Experience working as a licensed attorney in public and/or private sectors.
• Proficient knowledge of English, including spelling, grammar, and organization.

Working Conditions

• Hybrid telework may be available, subject to operational needs and state/DMHC telework policies.
• Must maintain California residency if teleworking.
• Climate-controlled office or cubicle environment with artificial lighting.
• Locations in Downtown Sacramento or Rancho Cordova, both near light-rail and amenities.

Pay

$10,852.00 - $15,325.00 per month. New state employees are hired at the minimum salary of the classification or the minimum of the alternate range, if applicable.
